About Organisation:
The Government of Uganda has acquired funds from the African Development Bank for the rehabilitation of the existing Malaba – Kampala Meter Gauge’ Railway line. associated works and infrastructure The development objectives of the Project are to improve railway transport services on the Northern and Central Corridors, lower transportation costs and contribute to enhancing trade competitiveness, national economy and development. The implementing Agent for the Project is Uganda Railways Corporation (URC).
Job Summary: The Consultant will provide overall communication, knowledge management, stakeholder management and media relations support to the Project and ensure coordination with the Project stakeholders for overall smooth delivery of the project.
Key Duties and Responsibilities: The specific responsibilities include:
Communications Support
- Development and implementation of a Communications Strategy for Project.
- Establish and implement effective internal and external communication practices, systems and products for the Project.
- Support URC to undertake effective employee engagement and information sharing about the Project.
- Ensuring media coverage of Projects activities to enhance program
- visibility in coordination with the URCS Communication Manager
- Leading document and report development for the Project including identification of success stories and other themes that can be used in communication campaigns. including developing reports, quality contents for graphics, artwork, business presentations, desktop and web-based publishing ensuring efficient and fast processing of Project communication matters and products.
Knowledge Management (KM) Support
- Assist in the development. implementation. monitoring. progress reporting and dissemination of KM programs for Project in accordance with the objectives and priorities laid out in the approved Project business and action plans: and ensure that lessons emerging from the project components are captured and disseminated in a timely manner.
- Development of content (text graphics. multi-media etc) and simplification of results for reports, special issues. covers. brochures, newsletters and other custom publications for special events (e g. posters flyers awards and memorabilia)
Stakeholder Management
- Development and implementation of a Stakeholder Management Plan for the Project.
Event Management
- In collaboration with URCS Communications Team coordinate key events including preparing invitations relevant presentations & briefs: follow-up of speakers. preparing event materials; coordinating the technology aspects and audience engagement
Qualifications, Skills and Experience:
- Master’s degree in communications. Journalism, Development Policy, International Relations any other related discipline
- A minimum of 10 years relevant experience
- Professional qualifications experience in working in donor funded projects and Government projects
- Familiarity with issues related to transport sector, railway industry, climate change and sustainable development will be an added advantage
- Demonstrate strong customer service orientation and ability to work with diverse stakeholders
