About the Company:

Uganda Railways Corporation (URC) is a body corporate established under an Act of Parliament to construct, operate and maintain railway, marine and road services both inside and outside Uganda for the carriage of passengers and goods. As a result of privatisation of operations, the mandate of URC changed from that of an operator to that of asset holder, concession monitor and advisor on railway technical matters.

 

Job Summary:   The position exists to provide support to the section on matters of monitoring and evaluation of Uganda Railways          Corporation (URC).

 

Key Duties and Responsibilities:

Strategic Planning and Review

  • Assists in conducting social economic evaluation research for URC in comparison to the different modes of transport;
  • Conducts relevant qualitative research in line with the URC’s Client charter and service delivery standards;
  • Participates in preparation of Mid-term and Annual sub-Sector review events;
  • Supports the design and implementation of baseline and other surveys according to approved work plans.

Strategic Planning Processes

  • Updates URC sub sector monitoring and evaluation framework, and M&E plans;
  • Works closely with the supervisor and Heads of department/senior staff, to monitor implementation of the projects and provide feedback to ensure efficient and effective M&E of all project activities
  • Participates in the production of the Annual URC Performance Report;

Liaising with stakeholders on Railway Transportation matters

  • Assists in the Preparation of report and policy guidelines for Management, Board, and the Government of Uganda
  • Helps in collecting M&E information that would help to expand and develop revenue base and ensures that revenue streams meet planned levels
  • Benchmarks the URC’s processes against the best in the world and develops a process for continuous review in regard to Monitoring and Evaluation

Ensuring effective Monitoring and Evaluation of the Corporation’s Plans and Projects.

  • Works closely with the supervisor, to monitor implementation of the projects and provide feedback to ensure efficient and effective M&E of all project activities;
  • Assists in compilation of half year and Annual URC Transport sub-Sector
  • Undertakes quarterly sub sector monitoring exercises to assess progress against approved M&E plans;

Ensuring effective Data Management and Planning

  • Generates M&E data, for data base management
  • Supports the Development and management of systems of data gathering on key operating variables for planning purposes

Human Resources Management

  • Participates in implementing training programmes for Heads of department in the use, collection, data processing and dissemination of URC transport sub sector statistics
  • Woks along with the supervisor to Implement performance management in the Department.
  • Attends any training in Strategic Planning when need arises either internally and externally as appropriate as possible

Any other assignments from the Managing Director

  • The jobholder remains open and flexible towards taking up ad hoc assignments delegated to him by the immediate supervisor and other Senior Staff within the Corporation.

Qualifications, Skills and Experience:

  • An Honours Bachelors Degree in Economics or Statistics or Quantitative Economics or any other related degree majoring in the above subjects.
  • Possession of any Post Graduate Diploma in Statistics or Applied Economics or M&E, Project Planning and Management from a recognized University/ Institution is an added advantage.

  • Works in organized manner.
  • Good Supervisor,
  • Strict on time-keeping.
