Project Background
The refugee and Host Community Youth Empowerment and Transformation Initiative (RETI) program is implemented by a consortium of Nine partners led by Muni University and in collaboration with Mastercard Foundation to address unemployment challenges faced by young people aged 15 –35 years in 15 refugee-hosting districts in Uganda. The program will directly reach 100,000 (60,000 female) and aims to transition 70,000 (42,000 female) young people into work. The lead Partner is Muni University, and other partners are Gulu University, Bishop Stuart University; Finn Church Aid, Dan Church Aid, and Community Empowerment for Rural Development, PALM Corps, Meeting Point Kitgum, and Young African Refugees for Integral Development.

Bishop Stuart University (BSU), a private, not-for-profit educational institution established by the Ankole Diocese of the Province of the Anglican Church of Uganda to provide Christian-based higher education, training, research and outreach for the expansion of God’s kingdom, human knowledge and the betterment of society. BSU is a Ugandan university that is academically excellent, innovative in research, critically engaged with society and demographically representative. Bishop Stuart University’s (BSU) mission is; To produce multi-sectoral leaders/operators who know the way, show the way and go the way: BSU is implementing the RETI Project in three districts of Kamwenge, Isingiro and Kikuube.

1. POSITION: MONITORING, EVALUATION AND LEARNING OFFICER (MEL) (1)
REPORTS: PROJECT MANAGER
DUTY STATION: BISHOP STUART UNIVERSITY MAIN CAMPUS

Main duties and responsibilities:

The Monitoring and Evaluation (M&E) Officer will be responsible for the design, coordination and implementation of the monitoring and evaluation, research, and learning framework of the Refugee and Host Community Youth Empowerment and Transformation Initiative (RETI) implemented by Bishop Stuart University. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the RETI Project. He/she will also provide technical assistance to the Project Assistants and or other consortium members, particularly in relation to monitoring, and reporting of RETI

Specific Duties

  1. Assist in the revision of the project log frame matrix, particularly in the areas of performance indicators and their measurement;
  2. Assist in the development of the project’s quarterly and annual work plans and keep it updated in accordance with project activities and timeframes as relevant.
  3. Develop the overall framework, for project M&E, for example, mid-term project review, impact assessment, final evaluation, and develop a project Performance Monitoring Plan with relevant data collection systems.
  4. Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
  5. Participate in the baseline survey for the RETI Project
  6. Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required.
  7. Support project proposal development for Bishop Stuart University
  8. Track feedback and complaints tracking system of the RETI Project
  9. Organize and undertake training on M&E as required.
  10. Implementation of M&E and coordination:
  11. Collect data regularly to measure achievement against the performance indicators.
  12. Check data quality with the Project Assistants.
  13. Maintain and administer the M&E database; analyse and aggregate findings.
  14. Support project progress reporting, project mid-term review and final evaluation.
  15. Identify lessons learned and develop case studies to capture qualitative outputs of the project.
  16. Provide advice to the supervisor on improving project performance using M&E findings.

Communication

  1. Produce reports on M&E findings and prepare presentations based on M&E data as required.
  2. Provide the Project Manager with management information she/he may require.
  3. Check that monitoring data are discussed in appropriate forums and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
  4. Perform other duties as may be assigned by the Project Manager and the Vice-Chancellor

Qualifications Requirements

Education: First-level university degree in statistics, demographics, public policy, international development, economics, or related field. Advanced certificate in M&E, statistics or economics preferred. A Postgraduate Diploma in Monitoring and Evaluation will be an added advantage.

Experience

  1. Minimum of three (3) years of professional experience in an M&E position responsible for implementing M&E activities of international development projects.
  2. Experience in designing, implementing, and operating project M&E systems from project initiation to closeout stages.
  3. Experience in designing and managing beneficiary monitoring and database systems.
  4. Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  5. Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
  6. Experience in planning and managing surveys.
  7. Experience in developing and refining data collection tools.
  8. Experience with data quality assessments and oversight.
  9. Experience in managing and providing training to staff and target beneficiaries.
  10. Ability to facilitate and serve as project liaison for externally-managed evaluations.
  11. Languages: Excellent written and spoken command of English.

Competencies

  1. Good knowledge of programme implementation, monitoring and evaluation techniques and practices.
  2. Familiarity with impact assessment an advantage
  3. Familiarity with some of the substantive issues handled in programme/project management.
  4. Good knowledge and experience regarding gender mainstreaming.
  5. Good moderation, facilitation and training skills.
  6. Demonstrated ability to liaise and negotiate with private sector, government and other partners.
  7. Ability to perform a variety of conceptual analyses required for the formulation, administration and evaluation of projects.
  8. Excellent analytical skills.
  9. Ability to work in a team and good interpersonal skills.
  10. Good computer application skills.
  11. Ability to work independently with a minimum of supervision.
  12. Ability to work under time pressure and meet deadlines.
  13. Ability to work in diversified environments.

2. FINANCE OFFICER/PROJECT ACCOUNTANT (1)
REPORTS: PROJECT MANAGER
DUTY STATION: BISHOP STUART UNIVERSITY MAIN CAMPUS

Main Duties
The Finance Officer will assist in all financial matters relating to the smooth running of the Refugee and Host Community Youth Empowerment and Transformation Initiative (RETI) Project at Bishop Stuart University. The main purpose of the job is financial management, Administration and accounting of the RETI Project funds. He/She will be responsible for preparing Monthly and quarterly financial reports, managing the Project Account Ledger book, and ensuring that the RETI Project cashflow is well managed, and other related financial reports as required by the Lead partner and the Fund Manager, and the Foundation. The Finance Officer will work with the Project Manager or other staff in both the preparation and regular reviews of the project budget.

Specific Responsibilities

  1. Maintain clear and up-to-date books of accounts that meet internationally accepted accounting principles and financial reporting standards
  2. Manage Project administration work in close consultation with the Project Manager, Fund Manager, and the University Finance Officer,
  3. Manage BSU RETI funds and ensure adequate financial liquidity for the smooth running of the office
  4. Prepare regularly financial reports/statements for review by the University Finance officer, Fund Manager and other stakeholders
  5. Ensure that the financial information required for sound management and for appropriate advice and decision making is available to the UFO and Project Manager
  6. Manage budget to ensure that budget line items are expended as per approved budget
  7. Ensure that finance usage is strictly in line with University policies
  8. Maintain clear record of program funds utilization under a donor approach to ensure clear accountability for donor funds
  9. Manage RETI Project operation including controlling purchases and expenses and ensuring timely honoring of Bishop Stuart University obligations vis-à-vis suppliers and vendors
  10. Maintain staff payroll and ensure timely payment of staff remuneration and benefits and honoring all statutory obligations (NSSF, PAYE).
  11. Conduct regular inventory and maintain an up-to-date record of BSU-RETI assets
  12. Ensure proper and safe filing of all records and contracts signed by University/ RETI Project
  13. Avail all necessary information during external audit processes as may be required by auditors
  14. 14. Any other duty as may be requested.

Qualifications Requirements

  1. The Finance officer Must have a bachelor’s degree in either, Business Administration, Commerce or Economics, and any other related field.
  2. Should possess at least CPA level II qualification

Work Experience

  1. 3-5 years of continuous work Experience in Finance/accounting in a reputable organization.
  2. Proven experience in Project or Donor Fund Management.
  3. Willingness to work under strict timelines and Deadlines
  4. Highly analytical with strong attention to detail.
