Job Opportunity: Contracts Engineer

Main Duties and Responsibilities:
- Manage contracting processes for Enabling Infrastructure (EI) packages, involving multiple civil works and construction services contracts.
- Oversee the Call for Tenders process:
- Prepare and process advertisements for local tenders as required.
- Administer prequalification processes for potential contractors and suppliers.
- Develop tender documentation and assess contractual and commercial volumes.
- Prepare recommendations to award contracts and participate in negotiations.
- Conduct debriefing sessions for unsuccessful tenders as applicable.
- Administer Upstream and EI Project Contracts:
- Manage contract records in SAP systems, from registration to final payments.
- Review contractor documentation, including performance bonds, bank guarantees, invoices, and insurance certificates.
- Prepare official correspondence and attend routine meetings with contractors.
- Support negotiation of change orders and ensure timely issuance of interim and final certificates.
- Foster constructive relationships with contractors/suppliers to secure cost-effective agreements.
- Assist in establishing internal contract and procurement procedures compliant with Ugandan procurement laws.
Qualifications and Experience:
- Bachelor’s degree in Engineering, Quantity Surveying, or other relevant disciplines.
- A qualified Contracts Engineer with 15+ years of relevant experience in contracting processes, particularly in onshore/offshore oil or petrochemical industries.
- International project experience is essential.
- Strong understanding of project services, contract processes, and commercial, legal, and insurance issues.
- Expertise in contractor remuneration methods and their practical applications.
- Basic understanding of technical domains relevant to the project.
- Exceptional communication, managerial, and organizational skills.
- Ability to work under pressure and in a multicultural environment.
- Experience in negotiation and building productive relationships with contractors/suppliers.
