Job Summary:

World Vision Uganda seeks a dedicated MEAL Officer to support project monitoring, evaluation, and accountability activities. This role requires effective data management and analysis, the establishment of robust accountability systems, and collaboration with project teams to ensure project quality and impact.

Key Duties and Responsibilities:

1. Routine Project Monitoring

  • Develop and roll out project monitoring tools, including MEAL Plan, Indicator Tracking Table, and Logframe, adhering to LEAP standards.
  • Generate and share periodic reports, covering project progress, beneficiary reach, and activity info.
  • Establish a project data management system, integrating HMIS/DHIS2 systems for comprehensive data collection.
  • Design a project dashboard using tools like Power BI for real-time data-driven decisions.
  • Organize quarterly data quality assessments and data cleaning exercises to ensure data accuracy.

2. Project Evaluations and Assessments

  • Lead the design and implementation of assessments, including KAP surveys and Outcome Monitoring.
  • Support baseline and endline surveys to benchmark project goals.
  • Utilize data from evaluations and assessments for project learning and improvement.

3. Accountability to Beneficiaries

  • Establish accountability mechanisms, focusing on gender, age, and disability.
  • Ensure participants receive detailed information about the project, criteria, and services.
  • Facilitate consultation with project beneficiaries and ensure their active involvement.
  • Implement a feedback and referral system for project participants’ issues.
  • Conduct quarterly support visits, collaborating with district Bio-statisticians and HMIS Focal persons.

4. Capacity Building

  • Provide technical support to MEAL Assistants to implement MEAL-related activities effectively.
  • Conduct training and mentoring for project staff, partners, and stakeholders on MEAL practices.

5. Impact Documentation, Learning, and Knowledge Management

  • Develop and maintain a knowledge management system, documenting achievements and lessons learned.
  • Support regular review of baseline, endline, and department reports.

Qualifications, Skills, and Experience:

Education:

  • Bachelor’s degree in Statistics, Quantitative Economics, Mathematics, or a related field.
  • Postgraduate Diploma in Monitoring and Evaluation is an added advantage.

Experience:

  • Minimum of 3 years in M&E, with expertise in data collection and analysis (SPSS, Epi-info, ODK, Kobo Collect, etc.).
  • Experience with qualitative and quantitative M&E methods, tracking outcome indicators, and report writing.
  • Knowledge of M&E issues related to food security and nutrition services.
  • Proficiency in designing M&E tools and training teams in their application.
  • Demonstrated experience in community-based projects, preferably in a refugee context.
  • Strong organizational, analytical, and leadership skills with a focus on detail and team collaboration.
