Role Overview
IRC Uganda seeks an Early Childhood Development (ECD) Officer for the Kulea Watoto project, funded by the Conrad N. Hilton Foundation. This project focuses on nurturing care and early childhood learning for children under five and their caregivers. The ECD Officer will implement activities, develop content, train caregivers, and collaborate with partners to improve ECD services.
Key Responsibilities:
Technical Implementation:
- Execute daily and weekly ECD activities per the workplan.
- Develop and deliver training materials for ECD curriculum.
- Support caregivers in responsive caregiving and early learning practices.
- Create improvement plans for ECD centers and assist in training management committees.
- Lead distribution of essential materials to parents and ECD providers.
- Guide the formation of care groups and seed fund projects.
Coordination & Representation:
- Maintain collaboration with field project staff and partners.
- Coordinate meetings at project sites and represent IRC in local stakeholder meetings.
- Foster partnerships with community leaders and service providers.
Monitoring & Reporting:
- Track project performance and document lessons learned.
- Prepare reports and collect relevant data.
- Oversee client payment processes and contribute to assessments as needed.
Other Duties:
- Participate in team meetings and support procurement processes.
- Ensure readiness of materials for activities and promptly report concerns to management.
Qualifications:
- Education: Bachelor’s degree in Early Childhood Development, Education, Social Sciences, or a related field. A postgraduate diploma in Project Planning and Management is an advantage.
- Experience: Minimum of 3 years implementing ECD programs in humanitarian settings. Proficiency in riding a motorbike with a valid permit is required.
- Skills:
- Strong facilitation, mentorship, and training capabilities.
- Excellent relationship-building and supervisory skills.
- Proficiency in MS Office (Word, Excel, PowerPoint) and other relevant software.

- Ability to work well under pressure in diverse cultural environments.
- Team-oriented, adaptable, and demonstrates strong interpersonal skills.
