The United States Embassy in Kampala has fostered strong diplomatic relations with Uganda for over three decades. Led by Ambassador William W. Popp, the Mission consists of several agencies, including the United States Agency for International Development (USAID), Centers for Disease Control (CDC), and Peace Corps. These agencies work together to implement various initiatives that support Uganda’s development.
Job Summary
USAID Uganda is seeking a qualified Program Cycle Coordinator to manage the program cycle within the Program Office. This role will oversee budget functions, support procurement planning, develop monitoring and evaluation frameworks, and provide guidance on strategic project designs. The position demands a deep understanding of U.S. Government policies and foreign assistance programming, and the ability to support various technical and administrative activities to expand USAID Uganda’s portfolio.
Key Responsibilities
- Program and Project Development:
- Provide policy guidance and technical support to ensure alignment with USAID strategies and regulations.
- Work with design teams to ensure robust, evidence-based programs.
- Support compliance with Mission Orders on Activity Design and Implementation.
- Monitoring, Evaluation, and Learning (MEL):
- Lead Monitoring, Evaluating, and Learning (MEL) efforts, collaborating with the Knowledge Management Specialist.
- Analyze field data to inform program adjustments and new activity designs.
- Stakeholder Collaboration:
- Engage with stakeholders, including USAID technical offices and implementing partners, for programmatic input.
- Review partner reports and facilitate discussions on adaptive measures.
- Technical Evaluation Support:
- Participate as a non-voting member on Technical Evaluation Committees.
- Contribute to procurement planning and provide input on key USAID documents.
Qualifications, Skills, and Experience
- Education:
- Bachelor’s degree in International Development, International Relations, Economics, Public Administration, or related field.
- Master’s degree preferred.
- Experience:
- One year of specialized experience equivalent to GS-12 level in the Federal service.
- Experience in strategic planning, budgeting, MEL activities, and stakeholder engagement.
- Strong knowledge of USAID policies, processes, and regulations.
- Skills and Abilities:
- Excellent interpersonal and diplomatic skills to work within a multicultural environment.
- Ability to develop programs addressing cross-cutting issues like gender and governance.
- Strong writing and editing skills.
