About the Infectious Diseases Institute (IDI)
The Infectious Diseases Institute (IDI), based at Makerere University, is a Ugandan non-profit dedicated to strengthening health systems in Africa with a focus on infectious diseases through research, training, and capacity-building.



Job Summary
The Procurement Officer will support all procurement functions at IDI, handling both local and international purchases for a range of needs, including medical supplies, lab equipment, office supplies, IT requirements, renovations, and service agreements.

Key Responsibilities

  • Procurement Process Management
    • Assist in preparing specifications, terms of reference, and statements of requirements in coordination with user departments.
    • Issue requests for quotations (RFQs) or proposals (RFPs) and initiate bid evaluations, making recommendations to the procurement committee.
  • Quality Control and Documentation
    • Collaborate with stores staff to verify deliveries, ensuring compliance with quantity and quality specifications.
    • Maintain secure, systematic filing of purchase orders, agreements, and related documents.
  • Vendor and Contract Management
    • Monitor vendor performance to ensure adherence to terms and conditions.
    • Present evaluation reports to the Procurement Committee for award decisions and prepare minutes of meetings.
  • ERP and Financial Coordination
    • Prepare purchase orders and agreements using ERP systems and coordinate with the finance team to ensure timely payment of vendor invoices.
    • Engage with IDI managers and staff to align procurement with organizational goals.
  • Additional Duties
    • Perform any other duties as assigned by the supervisor.

Qualifications

  • Education: Bachelor’s Degree in Procurement and Supplies Management or equivalent from a recognized institution.
  • Certification: CIPS qualification (Level 5 minimum).

Person Specifications

  • Excellent interpersonal, written, and verbal communication skills
  • Strong problem-solving skills
  • Ability to work independently in a busy environment
  • Proficiency in MS Office; experience with Navision ERP is a plus

Work Hours: 8 hours per day
