Position: Finance Officer
Location: Muni University, Arua City, Uganda

Contract: 1-year renewable, subject to performance and funding availability
Purpose of the Job
The Finance Officer will oversee financial management, budget monitoring, and compliance to ensure transparency and accountability for the RETI program at Muni University, supporting young refugees and host community youth in Uganda.
Key Responsibilities
- Financial Management
- Process financial transactions, including salaries, activity disbursements, and payments.
- Collaborate with the RETI Finance Manager to submit monthly and quarterly financial reports.
- Budgeting and Forecasting
- Work with program teams to develop and monitor annual and quarterly budgets.
- Track expenditures, prepare budget variance reports, and support cost monitoring.
- Financial Reporting
- Prepare cash books, bank reconciliations, and monthly financial statements.
- Maintain a detailed Assets Register and manage ledgers for project accounts.
- Cash Flow Management
- Monitor cash flow to ensure funds availability for program expenses.
- Coordinate cash disbursements and ensure proper accountability of funds.
- Audit and Compliance
- Coordinate internal and external audits and implement audit recommendations.
- Ensure compliance with funding regulations and timely filing of returns.
- Procurement and Audit Oversight
- Support transparent procurement processes and procurement audits.
- Verify and file financial and non-financial procurement documents.
- Financial Monitoring and Internal Controls
- Maintain strong internal controls to prevent fraud and financial mismanagement.
- Conduct regular financial reviews and reconciliations.
Qualifications
- Education: Bachelor’s degree in Finance, Accounting, or Business Administration (Accounting option).
- Certification: Minimum level three (3) CPA or ACCA.
- Experience: At least 3 years in financial management and reporting within a large institution; experience with donor-funded projects in an NGO setting is mandatory.
- Skills: Proficiency in accounting software and Excel, with experience in computerized financial management systems preferred.
- Knowledge: Familiarity with Ugandan financial regulations, government, and donor funding policies.
