HR Manager (HRM)

Location: Kampala, Uganda (frequent travel)
Reports to: Line Manager (Head of Delegation or Head of Support), Functional Manager (Regional HR Partner)
Role Summary:
The HR Manager (HRM) will support the Regional Delegation in Kampala, covering Uganda, Rwanda, and Burundi, with around 80 national and international staff. Acting as a functional expert, the HRM will align People and Culture (PAC) strategies with Delegation goals, ensuring compliance with ICRC standards and local laws. Key responsibilities include recruitment, payroll, performance management, diversity, staff health, and HR policy harmonization. This role also involves managing a small HR team, collaborating closely with HR teams in Rwanda and other regions.
Responsibilities:
- HR Expert Guidance (40%)
- Advise on HR procedures, policies, and tools; support Rwanda HR team.
- Ensure payroll accuracy, legal compliance, and HR consistency.
- Oversee training and development activities within the Delegation.
- Change Management (30%)
- Support organizational change initiatives.
- Coach HR team members and promote global HR initiatives.
- People Management Support (20%)
- Facilitate team management quality.
- Advise on work-life balance, diversity, and inclusion practices.
- PAC Strategy Alignment (10%)
- Contribute to PAC strategy development and budgeting.
- Provide guidance on workforce planning, contingency planning, and talent retention.
Qualifications:
- Bachelor’s degree in HR (Master’s preferred)
- 5+ years as HR Manager, with team management experience
- Fluency in English and French (C1 English, B1 French)
- Experience with HR systems and a strong understanding of employment law
- Experience in international/humanitarian environments
