Job Description:
GOAL Uganda is seeking a Management Information Systems (MIS) Officer to join their expanding Monitoring, Evaluation, Accountability, and Learning (MEAL) team. The MIS Officer will support the customization and implementation of digital MEAL systems to drive data-driven decision-making and enhance Programme development. They will work closely with the MEAL Coordinator and provide technical assistance to ensure the accuracy, accessibility, and visualization of Programme data.
Key Responsibilities:
- Support the MEAL Coordinator in designing and standardizing surveys and data capture processes.
- Assist in form digitization and dashboard development using platforms such as CommCare and Power BI.
- Provide regular technical support and training on MIS tools to staff.
- Build staff capacity in using software services for form digitization, dashboarding, and data visualization tools.
- Analyze datasets and generate visual reports using tools like Power BI, SPSS, and ArcGIS.
- Share monthly data reports and visualizations for each GOAL Uganda (GU) project to aid in Programme Review Meetings and strategic decision-making.
- Support adaptive management by contributing to the assessment of Programme progress using statistical and data modeling.
- Help Programme staff identify and respond to trends in established datasets.
Qualifications and Experience:
Essential:
- Bachelor’s degree in Computer Science, Business Analytics, Business Computing, or Business Statistics.
- Minimum of 2 years of experience in database management or MIS, preferably in humanitarian or development sectors.
- Experience in training Monitoring & Evaluation (M&E) teams and other system users.
- Basic knowledge of statistics and experience working with relational data structures.
Desirable:
- Experience with ODK-based software (e.g., Kobo, SurveyCTO, MWater), particularly CommCare.
- Experience with dashboarding software like Power BI (highly preferred), Tableau, Qlik, or Looker.
- Knowledge of programming languages such as VBA, Java, C, with familiarity in R or Python.
- Knowledge of SQL and machine learning is a plus.
