Job Summary:
The Accountability and Governance Officer will lead the planning, implementation, monitoring, and evaluation of the USAID-supported Citizens’ Action Against Corruption project. The role involves advocacy for governance and accountability at the regional level, engaging closely with stakeholders and empowering citizens to take part in anti-corruption efforts.
About the Citizens’ Action Against Corruption Activity:
Uganda faces high levels of corruption across sectors, driven by impunity, citizen apathy, and social norms that often justify corruption. While Uganda has the necessary policies and frameworks to address these issues, their effectiveness is limited. The Citizens’ Action Against Corruption project aims to empower citizens to lead anti-corruption efforts and hold officials accountable, promoting more transparent governance. This USAID-supported project operates in Kampala, Gulu, Kapchorwa, and Kumi.
Key Responsibilities:
- Project Implementation and Reporting: Plan, implement, and monitor Citizens’ Action Against Corruption activities at the local and regional levels. Coordinate with project partners and align activities with national interventions.
- Empower Citizen Accountability Initiatives: Support individual and collective initiatives against corruption, including platforms and actions led by citizens.
- Stakeholder Collaboration: Establish partnerships with regional anti-corruption agencies such as the Inspectorate of Government (IG), Office of the Auditor General, Judiciary, Uganda Police Force, and civil society organizations to promote collective efforts against corruption.
- Advocacy Facilitation: Assist citizen groups, networks, and coalitions in executing evidence-based advocacy initiatives aimed at improving public services and reducing resource leakages.
- Documentation and Learning: Identify and document lessons, risks, and opportunities from project implementation, and collaborate with the Monitoring, Evaluation, and Learning (MEL) team to develop mitigation strategies.
- Research and Policy Influence: Support research and the development of models for policy advocacy, social norms change, and shared learning on corruption.
- Results Documentation: Assist in documenting project outcomes and impacts in compliance with USAID’s branding and marking guidelines, as well as AAIU’s strategy.
Qualifications:
- Education: A bachelor’s degree in Public Administration, Development Studies, Law, Political Science, International Relations, Social Sciences, Governance, Public Policy, or a related field from a recognized institution. A postgraduate qualification in Public Administration, Public Policy, Project Planning and Management, Monitoring and Evaluation, or Governance is an advantage.
- Experience: At least 3 years of experience in governance, anti-corruption, or social accountability programs. Knowledge of human rights-based approaches (HRBA), civic engagement, and experience working with networks or coalitions to promote accountability is required. Experience in USAID-funded projects is an added advantage.
- Skills & Competencies:
- Strong writing, communication, and interpersonal skills.
- High level of integrity and alignment with AAIU’s values.
- Proficiency in core Office software (MS Word, Excel, PowerPoint) and advanced knowledge of spreadsheets.
- Excellent planning, coordination, and stakeholder management skills.
- Ability to live and work in community settings, including hard-to-reach areas.
- A valid motorcycle permit and ability to ride a motorcycle is required.
