About the Citizens’ Action Against Corruption Activity: The high levels of corruption, permeating all sectors of Ugandan society is driven by growing impunity, citizen apathy and permissive social norms that promote, facilitate, and even justify corruption. While Uganda has the basic policies and institutional framework necessary to address corruption in place, the efforts have neither stopped, nor reduced the leakage of public resources, or enjoyed the confidence of majority of citizens. A multipronged approach of strengthening accountability systems, as well as strengthening citizens action against corruption, as well as promoting positive norms is needed to make sustainable impact in the fight against corruption. Citizens’ Action Against Corruption is conceived to empower citizens to lead the anticorruption efforts and promote accountability. To this end, AAIU would like to announce nine (9) positions on this USAID supported Activity to be based in Kampala, Gulu, Kapchorwa, and Kumi offices.
1.Accountability and Governance Officer (4 Positions)
Location: National Office (1), Regional Office (1 each in Gulu, Kapchorwa and Kumi).
Reports to: Field Programme Coordinator with Matrix reporting to Monitoring, Evaluation and Learning Coordinator (USAID Activity)
Job Summary: Coordinate, plan, implement, monitor and evaluate activities of the USAID supported Citizens’ Action Against Corruption project, leading advocacy for governance and accountability at the regional level in close collaborations with other players in the governance and accountability Sector.
Key Result Areas:
- Plan, implement, monitor and report on Citizens’ Action Against Corruption project activities at local, and sub-national level with linkages to other project partners and national level interventions
- Identify, empower, and support individual and collective citizen accountability and anticorruption initiatives, platforms, and actions
- Maintain firm alignment with Citizens’ Action Against Corruption Programme Description, USAID guidelines, AAIU Country Strategy Paper (CSP VI) strategic priorities, and ActionAid International Global Strategy.
- Establish and maintain strategic partnerships, networks, alliances, relationships and other relevant spaces with anticorruption agencies at regional level such as the Inspectorate of Government (IG), Office of the Auditor General Judiciary, Uganda Police Force, Civil Society Organizations, and other stakeholders for collective voice and action against corruption, accountability, and for improvement in service delivery and governance in the Country
- Facilitate implementation of evidence-based anticorruption advocacy initiatives by citizen groups, movements, networks and coalitions, for improvement in public services and reduction of leakages in public Resources.
- Identify and document key lessons, change stories, opportunities, risks, and challenges in implementation of project activities and collaborate with MEL Officer and Coordinator on mitigation strategies.
- Support research and development of alternative models for policy influencing, social norms change, and shared learning to address Corruption.
- Facilitate the documentation, and packaging of project results form output to impact level in line with Branding and Marking guidelines of the Citizens’ Action Against Corruption activity, and AAIU Strategy.
Qualification:
Bachelor’s degree in Public Administration, Development studies, Law, Political Science, International Relations, and Social Sciences, Governance, Public Policy or any other related field from a recognised institution. A Postgraduate qualification in Public Administration, Public Policy, or Project Planning and Management, Monitoring and Evaluation, Governance.
Experience:
- At least 3 years of relevant experience in implementation of governance, anticorruption, or social accountability programmes
- Demonstrated knowledge and application of human rights-based approach (HRBA), power analysis, or other participatory approaches to programming
- Proven track record of facilitating civic engagement, social movements, working with networks and coalitions in promoting accountability and anticorruption initiatives
- Experience in policy advocacy and influencing
- Experience implementing a USAID funded project is an added advantage.
Skills and Competencies: Excellent writing, communication and Interpersonal skills, proven high level of integrity and shared values with the organisation, proficiency in core computer and Office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheet and PowerPoint, good planning and coordination skills, excellent stakeholder management skills, self starter and ambitious achiever, willingness to live and work in a community setting and hard to reach areas, ability to ride a motorcycle with a valid permit required.
- Finance and Administration Officer (2 Positions)
Location: Kampala, and Gulu, or Kumi)
Reports to: Activity Finance Manager with matrix reporting to the Field Programme Coordinator
Job Summary: To carry out financial and administrative duties of writing and keeping books of account, carrying financial documentation, and drafting financial reports and supporting administrative, procurement and logistics roles in the field office in compliance with USAID Activity guidelines and AAIU policies and procedures, international accounting standards and other statutory requirements.
Key Result Areas:
- Examination of Payments and requests: The Finance and Administration Officer will examine payments requests and other financial transactions for approval and ensure accuracy, and adequate supporting documentation in compliance with USAID financial management guidelines, and AAIU finance and procurement manuals and national laws.
- Financial record keeping: Will be responsible for maintaining an up-to-date financial records for the project, input payments, receipts and staff accountabilities into the financial reporting system, records and monitor all funds received, reviews, stamps, and file all vouchers and JVs, uploads payments on web banking, and updates cash position.
- Budgeting: Will participate in the development of Activity Annual budgets, through costing of activities and forecasts, tracks budget performance, and updates the project team and Activity Finance Manager accordingly.
- Reconciliation of Financial records: Analyse, monitor and reconcile USAID activity financial records, in line with the donor guidelines, AAIU policies, International Accounting Standards, statutory requirements.
- Supports Project Audits: Will participate in preparation of audit schedules as requested by the activity Finance manager, participates in follow-up responses and clear audit issues both internal and external audits relating to the USAID activity.
- Develop and implement USAID Activity Annual procurement Plans in compliance with USAID guidelines and AAIU Policies: The Finance and Administration Officer will coordinate the implementation of contracts/procurement procedures; participate in bid openings, technical cost and cost evaluations; perform due diligence for awarded procurements; solicit and analyses quotations from suppliers, document and recommend the best provider for management action, Monitor progress of contracts/agreements execution as per the agreed terms, Inspect the goods delivered and confirm that they conform to the required specifications and recommend for payment to suppliers, Schedule and participate in minute taking of procurement meetings in line with the AAIU Procurement policy and track the status of procurements, produce and circulate Procurement Status reports as per approved annual procurement plans
Qualification: A bachelor’s degree in commerce, Business Administration, Financial Management or Accounting from a recognised university. Relevant professional qualification such as ACCA or CPA and training in donor regulations is required.
Experience: At least three years of relevant work experience in a reputable Non -Governmental Organisation. Experience working with USAID related projects is an added advantage.
Skills and Competencies: Computerised accounting skills (SUN 6,3 System, and other accounting packages), demonstrated high levels of integrity, analytical skills, effective interpersonal and communication skills, documentation and record management skills, ability to establish and maintain critical working relationships, ability to promote and safeguard AAIU policies and values, transformative feminist leadership skills, data protection and confidentiality.
- Communications and Digital Engagement Officer- (1 Position)
Location: Kampala
Reports to: Chief of Party (CoP), with matrix reporting to AAIU Communications Officer.
Job Summary: Support the COP to provide technical leadership in, and coordination of all communications and digital engagement needs of the Activity, ensuring brand presence and visibility of the Citizens’ Action Against Corruption activity, impact and collaborations, mainstreaming media and social media relations ensuing full compliance with the Citizens’ Action Against Corruption Activity Branding and Marking plan, as well as the Communication and Coordination Plan,
Key Result Areas:
- Effectively maintain Citizens’ Action Against Corruption activity media relations:
- The Officer will be responsible for building relations with key media houses and personalities, in liaison with the CoP, and USAID
- Coordinate media engagements including press conferences, advocacy initiatives and campaigns in line with the branding and marking plan.
- Conduct field visits with media and undertake daily media monitoring to analyse mentions, and trends, and issues relevant to the Citizens’ Action Against Corruption Activity.
- Build capacity of the target groups on digital campaigns and communications:
- Coordinate structured and tailored training of targeted citizen groups, networks and social movements on digital campaigns, analysis and engagement on anticorruption issues.
- Facilitate the development of training manuals, tools and reference materials for digital engagement by partners and staff
- Conduct mentorship sessions for existing and emerging citizen groups on evidence-based digital advocacy and campaigns on corruption and accountability
- Community mobilisation and social movement building:
- Coordinate and support Citizen structures, networks and coalitions in the documentation of evidence to expose corruption and inform digital advocacy campaigns on contextual structural challenges that perpetuate Corruption and poor state of public services.
- Facilitate and moderate digital citizens’ engagement on corruption, accountability and service delivery
- Support timely and quality publication of “Citizen Chronicles on Corruption” (C3)
- Periodically identify contextually relevant themes to amplify citizens’ voices and lived experiences against corruption
- Support the project team and contributors to gather content, review and ensure stories are professionally edited for publication
- Train staff and contributors in quality writing and analysis of corruption stories and data

e.Support Activity Campaign Rollout on Anti-Corruption and Accountability
- Initiate, facilitate and publish citizens’ anticorruption campaign messages and slogans for “Citizen Action Against Corruption Activity” through the Activity, AAIU communication platforms, any other available media in line with the Communication and Coordination Plan
- Draft and disseminate press statements, and media scripts to different media platforms in collaboration with COP and Activity Finance Manager.
- Document the different activities in the anticorruption campaign Activity.
- Promote the Corporate Brand of Citizens’ Action Against Corruption Activity
- Ensure availability of diverse visibility materials in consultation with the USAID AOR and COP
- Disseminate and monitor compliance with Citizens’ Action Against Corruption Branding and Marking plan, as well as Communication and Coordination plan, and AAIU guidelines by staff and partners in publication, and public engagements
Qualification: A bachelor’s degree in either Information Science, Journalism/Mass Communications, Communications Science, Media Studies or Marketing from a recognised institution. A relevant postgraduate qualification multi-media studies, digital communication is an added advantage.
Experience: At least four (4) years of similar work experience in a reputable Non-Governmental Organization (NGO) and experience working on USAID related project will be an added advantage.
Skills and Competencies: Excellent writing and editing skills, and able to adapt your style for different audiences, strong creative thinking and innovative content creation skills, graphics/image design and editing skills, attention to detail ability to simplify popularize complex social issues, excellent time management and ability to prioritize competing tasks, superior knowledge of design software (Adobe, Photoshop, etc), interest in visual arts, photography and phot editing skills.
- Monitoring and Evaluation Officer- (1 Position)
Location: Within Uganda (Kampala, Gulu, or Kumi)
Reports to: Monitoring, Evaluation and Learning Coordinator
Job Summary: Support the development and implementation of systems for monitoring and evaluation for “Citizens’ Action Against Corruption” activities and share information and knowledge, in line with project results; and collect, collate, analyse, and prepare MEL reports for the project
Key Result Areas:
- Train project and partner staff, associates and stakeholders in participatory monitoring and evaluation (PM&E) in line with USAID Collaborating Learning and Adapting (CLA) guidelines, and AAIU MEL framework
- Lead project teams in project inception, reviews and evaluation processes including the baseline study, Mid-term and End of project reviews.
- Provide technical support and participate in project activities in line with Citizen Action Against Corruption Activity Monitoring, Evaluation and Learning Plan (AMELP) and visibility requirements.
- Facilitate and contribute to the implementation of the Collaborating Learning and Adapting (CLA) agenda of the Citizens Action Against Corruption activity, in line with the political economy analysis.
- Participate in the development, review of activity performance indicators to inform periodic collection, analyses and measurement of progress against targets, and changing context.
Qualification: Bachelor’s degree in Social Sciences, Economics, or Statistics. A Post Graduate training in Monitoring and Evaluation, Project Planning and Management, Data Management, Management Information Systems, or Statistics is an added advantage.
Experience:
- At least 3 years of demonstrated experience working in monitoring, evaluation and learning function in a large and fast paced donor funded governance, accountability, and anticorruption project. Experience with a USAID supported project preferred.
- Knowledge of USAID reporting procedures, best practices, guidelines, methods, and MEL/CLA approaches
Skills and Competencies: Excellent MEL systems and database design skills, qualitative data analysis skills, excellent oral and written communication skills, skills in measurement of governance related outcomes, excellent presentation and capacity building skills, ability in use of statistical software (MS Access, SPSS, State), research and report writing skills.
5.Project Driver (1 Position)
Location: Kampala
Reports to: Human Resource and Administration Officer
Job Summary: Provide transport services, administrative and logistical support to Citizens’ Action Against Corruption activity staff and AAIU’s stakeholders in line with the AAIU Vehicle use Policy, and USAID guidelines
Key Result Areas:
- Drive staff, visitors, partners and other stakeholders to and from various destinations as per AAIU policies and procedures.
- Maintaining project vehicles and motorcycles in clean and good mechanical conditions in line with AAIU policies.
- Pick, deliver and account for all correspondences (mails, messages, parcels etc.) in line with instructions and known office practice.
- Provide administrative support to staff and other stakeholders as may be needed from time to time.
- Plan and budget for the vehicle and provide other logistical support and prepare periodic accountabilities, through making monthly reports on vehicles and motorcycles,
- Check and update the validity of statutory requirements for the safe operation of the vehicle i.e. vehicle logbooks, insurance status and driving license
- Log both official and private mileages and provide accountability and support in picking quotations from suppliers.
Qualification: Diploma in any related field. A suitable and valid driver’s permit with atleast class B, DL and DM, and A. A training in Basic Financial and Logistics Management is an added advantage.
Experience: At least 3 years of driving experience with government/NGOS. / USAID funded projects
Skills and Competencies: Defensive driving skills, high level of integrity, good oral and written communication skills in English, ability to promote and safeguard AAIU policies, basic mechanical skills, ability to analyse and identify problems, good interpersonal skills, excellent map reading and route planning skills, feminist leadership skills.
