Job Overview:

The Monitoring and Evaluation (M&E) Officer will support the development and implementation of monitoring and evaluation systems for the “Citizens’ Action Against Corruption” project. The officer will collect, analyze, and prepare MEL (Monitoring, Evaluation, and Learning) reports to ensure project objectives are met and information is effectively shared.



About the Citizens’ Action Against Corruption Activity:

This USAID-supported project aims to address corruption in Uganda by empowering citizens to lead anti-corruption efforts and promote accountability. The project tackles the widespread impunity, citizen apathy, and permissive social norms that allow corruption to thrive. It will be implemented across Kampala, Gulu, Kapchorwa, and Kumi offices.

Reports to:

Monitoring, Evaluation and Learning Coordinator

Key Responsibilities:

  • Train project and partner staff in participatory monitoring and evaluation (PM&E) based on USAID Collaborating Learning and Adapting (CLA) guidelines and AAIU’s MEL framework.
  • Lead project teams through the project lifecycle, including the baseline study, mid-term, and end-of-project reviews.
  • Provide technical support and participate in project activities in line with the project’s Monitoring, Evaluation and Learning Plan (AMELP).
  • Facilitate the implementation of the Collaborating Learning and Adapting (CLA) agenda, ensuring alignment with the political economy analysis.
  • Participate in developing and reviewing activity performance indicators, collect and analyze data, and assess progress against targets.

Qualifications:

  • Bachelor’s degree in Social Sciences, Economics, or Statistics.
  • Postgraduate training in Monitoring and Evaluation, Project Planning and Management, Data Management, Management Information Systems, or Statistics is an added advantage.

Experience:

  • Minimum of 3 years of experience in monitoring, evaluation, and learning roles in large, donor-funded governance, accountability, or anticorruption projects.
  • Experience with USAID-supported projects and knowledge of USAID reporting procedures, guidelines, and MEL/CLA approaches preferred.

Skills and Competencies:

  • Proficiency in MEL systems and database design.
  • Strong qualitative data analysis and governance-related outcome measurement skills.
  • Excellent oral and written communication, presentation, and capacity-building skills.
  • Proficiency in statistical software such as MS Access, SPSS, or Stata.
  • Strong research and report writing skills.
