MECPU, in partnership with World Education (JSI), is implementing the “Targeting the Learning Crisis” (TLC) project to improve early childhood education (ECE) service delivery. Under this project, MECPU will focus on Teacher and Centre Management training to enhance education quality, increase enrollment, and retain children in ECE programs while preparing them for school. TLC will utilize a common, evidence-based pre-accelerator model and a core package of ECE services, refined and aligned with partners throughout implementation. TLC will support the implementation of Uganda’s new Early Childhood Care and Education (ECCE) policy by training teachers and parental capacities. This will include delivering pre-literacy and pre-numeracy services to improve learning outcomes for underserved pre-primary children. The project aims to increase ECE enrollment and ensure smoother transitions from ECE to Primary 1 (P1). TLC will be implemented in the districts of Arua, Arua City, Maracha, Zombo, Nebbi and Packwach requiring Project Officers to oversee the project execution.
The Project Officer will perform his/her duties under the close supervision of the Project Coordinator. Specific responsibilities will include:
• Conduct training and mentorship of selected ECE teachers in the Districts of Arua, Arua City, Maracha, Zombo, Nebbi and Packwach.
• Conduct capacity building and mentorship for pre-primary teacher peer mentors.
• Capacity building for Centre Management Committee (CMC) members for effective preschool leadership and Parental Engagement and support.
• Coordinating parent workshops at the school level.
• Participating in District level events that are geared towards supporting ECE.
• Conduct regular monitoring and evaluation activities to ensure that the programme is implemented as per plan.
• Organise District review meetings to track the progress of the programme and receive feedback from the local government leadership.
Flags issues of concerns on the programme to the Project Coordinator.
• Identify capacity gaps and arrange for appropriate training of ECD caregivers to adequately equip them with the necessary skills and knowledge required to accomplish their responsibilities at the day operational level.
• Work with other staff members to develop materials and plans for training ECE teachers.
• Perform other relevant duties as and when assigned by the Project Coordinator
Qualifications and Experience:
• A Bachelor’s degree in ECD/ECCE or related field.
• At least 3-5 years’ experience working as an ECE program Officer. Working with communities on the promotion of ECE will be an added advantage.
• Ability to engage, train, and work with district authorities, and other relevant institutions as well as teachers, parents, and children to improve children`s learning outcomes.
• Fluent in English and one of the Refugee spoken languages.
• An excellent command of spoken and written English, including report writing and computer skills, especially MS Word and Excel.
• Holding a valid license for riding motorcycles.
• The ability to ride a motorcycle will be an added advantage
