Job Opportunity: Human Resources Manager (Full-time)

JSI/WE is seeking a Human Resources Manager for a five-year USAID-funded Targeting the Learning Crisis Activity in Uganda. This initiative aims to improve development outcomes in Basic Education by reorganizing math and reading instruction to match children’s actual learning levels.
Key Responsibilities:
- Oversee the recruitment process, including advertising, interviews, salary analysis, and onboarding.
- Manage employee contracting and ensure the Local Hire Employee Manual complies with Ugandan labor laws.
- Coordinate payroll processing, benefits administration, and maintain personnel files with confidentiality.
- Supervise timesheets, track leave, and support performance management and disciplinary processes.
- Manage consultants and renew contracts for consultants and employees as needed.
- Ensure HR policies are implemented consistently and coordinate staff training needs.
- Liaise with legal advisors for any legal issues and maintain the Country Office Safety & Security Manual.
Qualifications:
- Degree in Human Resources Management, Business/Public Administration, or related field.
- Minimum of 7 years’ experience in HR management, preferably with USAID projects or international NGOs.
- Strong knowledge of local labor laws and benefit administration.
- Proven leadership skills, cultural sensitivity, and ability to handle confidential issues.
- Familiarity with USAID rules and regulations, and proficiency in Microsoft Office (Excel, Word, PowerPoint, Access).
- Strong interpersonal skills and ability to work independently or in a team setting.
