Job Overview

The Fleet Management Assistant will support the implementation of the 2024/2025 Uganda Population-based HIV Impact Assessment (UPHIA 2024/2025) survey, which is being carried out by the Ministry of Health (MoH), Makerere University School of Public Health (MakSPH), and the U.S. Centers for Disease Control and Prevention (U.S CDC). This position is temporary until September 30, 2025. The assistant will be responsible for managing the operational vehicles and handling logistical tasks associated with field data collection.



Key Duties and Responsibilities:

  • Oversee the performance and operations of assigned vehicles and report on their operational requirements.
  • Ensure vehicles undergo preventive maintenance as scheduled and monitor their post-repair performance.
  • Supervise vehicle dispatching, routing, and tracking, especially for sample and supply transportation.
  • Collaborate with the senior survey coordinator to manage vehicle deployment for the survey.
  • Assist the Procurement and Logistics Manager in investigating vehicle complaints and breakdowns.
  • Maintain daily vehicle inspection reports and oversee fuel rations, including monthly reconciliations.
  • Schedule fleet maintenance and repairs with car hire companies, in coordination with the Procurement and Logistics Manager.
  • Ensure driver disciplinary procedures are adhered to and coordinate their orientation for data collection.
  • Verify and ensure all drivers have the necessary permits and driving licenses.
  • Support transportation logistics for lab supplies in setting up Satellite Laboratories.

Qualifications and Experience:

  • Bachelor’s degree in Fleet Management, Logistics, or an equivalent field.
  • At least 2 years of experience in a similar position.

Preferred Knowledge, Abilities, and Skills:

  • Strong understanding of Uganda Road Traffic regulations and requirements.
  • Excellent interpersonal and team-building skills.
  • Effective communication (verbal and written) and problem-solving abilities.
  • Strong attention to detail, organizational skills, and time management.
  • High level of professionalism, ethical standards, and confidentiality.

Travel Requirements:

  • May involve periodic travel to partner sites, field locations, or off-site meetings within Uganda.
