CAPEX Project: The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 4.1 G$, OPEX:>2.5G$ over 25 years) between Uganda and Tanzania coast, opening a new value corridor between the two countries. The role does not have a direct budget function. Corporate HSE Department: The role will be based within the Corporate HSE Department and will provide functional support to the Methods and Audits team. The role interfaces with the Project teams to integrate the contractor plans into the Corporate systems and strategies.

ACTIVITIES
• HSE Management System – Develop and implement the key processes and working tools/documents required for an effective EACOP HSE Management system (HSE-MS).
• Coordinate the EACOP Corporate HSE Audit program.

Coordinate and implement the EACOP HSE training requirements
• Conduct Contractor evaluation and audit.
CONTEXT AND ENVIRONMENT
• Behind the numerous technical, environmental, and social challenges faced by the project, objective is for EACOP to be developed in a fast-track mode with start-up anticipated 39 months after FID
• With operations in two countries, two separate regulatory regimes will need to be addressed in the HSE-MS

Numerous stakeholders and heavy focus by NGOs create a complex context. Project will need to be developed in accordance with IFC standards and the Equator 4 Principles to secure the necessary financing
• Several risks related to the location including malaria, limited infrastructure, significant transport & road risk, etc.
Job Location: The position is based at Kampala (Uganda) with travel to Dar es Salaam Office (Tanzania) and worksites.

ACCOUNTABILITIES
• Prepare the required documentation as outlined in the HSE management system, in line with the EACOP Integrated Management System (EIMS).
• Support the HSE Methods & Audit Lead to establish the processes required for the implementation of the HSE procedures in the EACOP Organization.
• Coordinate the EACOP Corporate HSE Audit program.

Lead Auditor for internal and 3rd party Contractor HSE Audits.
• Conduct the HSE evaluation of contractors and support Contract Owners to develop and implement effective contractor oversight.
• Support and coordinate HSE Training requirements and delivery model for the Corporate functions.
• Perform any other duties or tasks that may be required by the position.

QUALIFICATIONS AND REQUIRED EXPERIENCE
Professional Experience:
• Bachelor’s degree and/or equivalent formal qualification in a recognized HSE discipline (NEBOSH Certificate or higher qualification).
• Lead Auditor with qualification recognized by a certification body (i.e., IRCA, CQI). Registration with the National Environment (Conduct and Certification of Environmental Practitioners) Regulation 2003 is an asset.
• Minimum 10 years of experience in Oil & Gas Industry or related experience in large scale projects & industrial operations.

Technical Competencies:
• HSE Management system development expertise.
• Subject Matter Expert for Occupational Health and Safety.
• Certified Lead Auditor.
• Risk Analysis, Contractor HSE Management.

Behavioral Competencies:
• Ability to work in a multi-cultural business setting and excellent interpersonal and communication skills essential.
• Fluent in English: Speaking and Writing.
