Job Title: Source Inspection / Expediting Engineer

Key Duties and Responsibilities:
General:
- To adopt and to demonstrate an exemplary behavior with regard to Company “Code of Conduct” and HSE rules and regulations. To implement HSE rules and requirements within his area of responsibility, and to comply with HSE training requirements for the position.
Procurement, Subcontracting and Expediting:
- Participate in the follow up on EPSCC procurement over suppliers and subcontracts works progress against the plan from initiation stage, issuance of bidders list to the placement of the PO/Contract award, review of Qualification Dossiers(if any),etc.
- Participate in the follow up meetings of post award Material Status Report (MSR) and assure expediting until delivery to site of all materials/equipment, etc.
- Participate in the review of Technical Bid Evaluation and in Bid Clarification Meetings with suppliers.
- Undertake and lead the Expediting for post Purchase Order (PO) or post award such as:
- follow up and monitor suppliers’ activities, in cooperation with Package project engineers.
- Set up reporting and monitoring tools in a weekly frequency including a critical items schedule.
- Coordinate and lead EPSCC Procurement and Subcontracts(RPSR & SDS) Weekly, Monthly meetings and others ad-hoc meetings.
- Support the implementation of National Content strategy by EPSCC Contractor and his vendors/subcontractors to ensure compliance with EPSCC Contract and Local rules and regulations.
- Provide regular reports and status update to the Surface Quality Surveillance Leader and Package Mangers or project management team as required.
Source Inspection & Quality Surveillance:
- In accordance with the packages’ surveillance plans and in liaison with the Surface Quality Surveillance Leader, the Source Inspection & Expediting Engineer shall monitor the performance of QC activities by Contractors, Suppliers and Vendors with particular attention to Source Inspection requirements.
- Follow up the upgrade of the Project Inspection Plan (PIP) from the Contractors assuring that the criticality and level of inspection over the suppliers is defined according to the project requirements and in coordination with the engineering team.
- Coordinate Pre-Inspection Meetings (PIM) with subcontractors and vendors, and to specifically remind the Contractual commitments and Company expectations with regards to Quality during Kick-off meetings (KOM).
- Ensure that surveillance activities are planned in accordance with said procedures/plans and that Contactor QC surveillance/inspection is planned as agreed.
- Assist the Surface Quality Surveillance Leader in anticipating and planning of Surveillance resources and availability of necessary inspection/surveillance tools for performance of Package surveillance activities.
- Interface with Site Construction QC Leaders on quality matters deemed to originate from or requiring source inspection intervention.
- Participate in the review and/or approval of the Contractor’s Quality Control plans, Inspection and Test Plans (ITP), final supplier dossier and other Quality documents ensuring they are in line with the Company expectations and requirements and 3rd party surveillance activities are satisfactory considered.
- When required, the Source Inspection & Expediting Engineer may witness the Quality Audits performed by the Contractor on their Suppliers and participate in Contractor quality investigations or root cause analysis.
Qualifications, Skills and Experience:
Qualification: Engineer or Technical Degree or Equivalent; Education at lower level can be compensated with relevant experience.
Experience:
- At least Seven (7) years post qualification relevant project experience within Oil & Gas Industry
- Good understating of Quality management systems
- Good understating of procurement, subcontracting, and supply management in a busy industrial setting
- Strong technical, analytical, innovative, and commercial skills.
- Good communication skills and an aptitude for taking initiatives are essential.
- Proven track record of result deliveries in challenging project environments.
