Job Summary
The MEL Manager will lead and manage the day-to-day activities of the BIU TLC project’s Monitoring, Evaluation, and Learning processes. This role involves coordinating the development and implementation of the project’s Performance Monitoring Plan (PMP), working closely with MEL Officers and program staff to ensure accurate and timely data collection, processing, documentation, and dissemination. The MEL Manager will also supervise project knowledge management and provide technical guidance to regional MEL staff, ensuring project performance improvement.

Key Responsibilities
- Ensure timely and high-quality data collection, entry, analysis, and reporting by Regional MEL teams and sub-partners.
- Manage documentation (electronic and non-electronic) of BIU TLC project data.
- Provide training and guidance to the project team on interpreting and using performance measures and indicators.
- Ensure compliance with BIU procedures for collecting and reporting performance data.
- Conduct coaching, mentorship, and support visits to regional staff and sub-partners to provide feedback on data use and indicator tracking.
Required Qualifications and Experience
- Education: Master’s degree in demography, statistics, social sciences, M&E/research, IT, or a related field.
- Experience: Minimum of 7 years of supervisory experience on U.S. Government or other donor-funded projects.

- Experience: Minimum of 6 years of experience implementing USG-funded projects.
