About US:

Association for Aid and Relief Japan (AAR Japan) was founded in 1979 with a mission to help refugees from Indochina, and as a civil organization without any political, religious, or ideological affiliations. It has since then grown into an international NGO approved and registered by the United Nations. AAR Japan has five main pillars of activities; 1) emergency assistance, 2) assistance to persons with disabilities, 3) landmine and unexploded ordnance (UXO) action, 4) action against infectious diseases and 5) public awareness raising about global issues in Japan. Since the beginning, AAR Japan has operated in over 60 countries. Currently, we are active in 15 countries and areas, including 4 African countries namely Kenya, Zambia, Sudan, and Uganda. AAR Japan Uganda has been operational in Bidibidi, Imvepi Palorinya refugee settlements since September 2016 to support South Sudanese refugees.

 

Job Summary:   The Field Officer (Protection) is to work under direct supervision of the Project Officer to implement the child protection activities carried out in Kyangwali Refugee Settlement and host community under the project. While being based in the Hoima Office, s/he is responsible to execute the project activities to manage cases of children at risk at assigned schools in the target area. The day-to-day tasks include, but not limited to, activity planning, liaising with the stakeholders, budget and asset monitoring, activity implementation, activity reporting. The Field Officer (Protection) may occasionally have business trips to Kampala and other districts/cities. The position requires hands-on working experience in fields of child protection and education as an aid worker.

 

Key Duties and Responsibilities:

  • Lead the assigned project’s activities from planning to the actual implementation and reporting;
  • Coordinate with schools, local authorities, communities, partner organizations and other stakeholders for the implementation of the project;
  • Support target schools and communities to identify children at risk in coordination with School Protection Committees, teachers, parents/guardians, fellow students and community members;
  • Support and supervise School Protection Committees and Community Based Facilitators in conducting overall child protection case management both in the Settlement and the host communities;
  • Support School Protection Committees, teachers and any other relevant stakeholders in conducting Psycho-Social Support, Language Support activities, peer support club activities and awareness raising activities under the project;
  • Make referral of children at risk to other partners in the settlement and/ or host communities;
  • Review the School Protection Guideline for any further improvements;
  • Coordinate and participate in regular meetings with School Protection Committees and with School Management Committees;
  • Conduct regular follow-ups and monitoring of the identified children at risk and the other stakeholders in communities to assist their day-to-day activities and maintaining case records appropriately;
  • Lead monitoring and evaluation in the team
  • Analyze and compile the data from the project’s target areas to follow the trends and situation in the Settlement and its host communities;
  • Reporting activities in timely is mandatory;
  • Collect and share any project-relevant information through attending coordination meetings and consultative meetings to represent the Employer;
  • Perform designated tasks to implement any project(s) when the funding from the private donors is available;
  • Provide necessary assistance to Field Officer(s) (Training);
  • Perform any other duties if requested by the Project Officer and/or the International Staff.

Qualifications, Skills and Experience:

Experience Required:

  • More than three (3) years of experience in community development and case management work (preferably focusing on children at risk) in NGO sector.
  • More than three (3) years of experience in emergency relief activities in an aid organization.
  • Experience in implementing projects for child protection and education.
  • Experience in facilitating trainings , seminars and community engagement.
  • Experience in working at a refugee settlement or a refugee camp, especially with Congolese refugees, would be advantageous.
  • Experience in conducting studying statistical Data and M&E.

Qualification Required:

  • Bachelor’s Degree in the relevant field (Development Studies, Education, Social Work, Community Based Development, Psychology and Law, etc.).
  • Ugandan citizen, residing in Uganda and able to station in Hoima. (Preferable the candidates are from Hoima)
  • Language: Fluency in both written and spoken English. Knowledge of Kiswahili, Runyoro, French and other locally spoken languages would be advantageous.
  • Excellent MS Office skills (MS Word, MS Excel etc.). Required aggregation skills with MS Excel.
  • M&E knowledge and skills
  • Strong motivation to commit oneself to be a part of a humanitarian/aid organization.
  • Strong coordination and negotiation/communication skills.
  • Self-driven with problem-solving skills and capability to work under minimum supervision.
  • Capability to complete assignments with tight deadlines under challenging circumstances.
  • Capability to produce quality reporting to his/her supervisors.
  • Capacity to work harmony with team members.
