Job Summary:
The Security Coordinator will manage all security aspects for EACOP’s Corporate and Regional Offices while addressing community security concerns in areas impacted by pipeline construction. The role requires close collaboration with Government Security Forces (GSF) and local communities to ensure adherence to national and international security standards, including VPSHR and the ISPS Code.
Reports to: Security Manager
Mission:
The Security Coordinator will oversee the security of EACOP offices and field activities for the construction of the 1,445 km crude oil pipeline from Hoima, Uganda, to Tanga, Tanzania. The coordinator will liaise with affected communities, work with Security Forces, conduct risk assessments, and ensure the implementation of security policies during the construction phase.
Key Responsibilities:
General Security Duties:
- Liaise with communities to address security concerns.
- Coordinate with Security Forces for corporate offices, fly camps, and community security during construction.
- Conduct daily security analysis, reporting, and planning.
- Manage and monitor security contractors at EACOP sites, camps, and headquarters.
- Provide security induction to staff and maintain records.
- Ensure compliance with national and international security regulations.
- Develop and update security procedures and briefings.
- Participate in emergency response and crisis management activities.
Specific Security Duties:
- Conduct Security Risk Assessments (SRA) for EACOP office sites, camps, and headquarters.
- Investigate security incidents and ensure timely resolutions.
- Develop and maintain security plans and Standard Operating Procedures (SOPs).
- Address community security concerns and integrate them into security assessments.
- Conduct audits of security systems across EACOP offices and sites.
Accountabilities:
- Ensure the effective implementation of EACOP security policies.
- Develop and maintain relationships with Government Security Forces and local communities.
- Provide timely and accurate security reports.
- Follow up on security events and ensure action plans are implemented.
Person Specification:
Education & Experience:
- Higher National Diploma or equivalent professional experience.
- Minimum 10 years of corporate security supervision, preferably in the Oil & Gas sector.
- Knowledge of security standards (VPSHR, ISPS Code, ISO 18788).
- Fluent in English (both written and spoken).
- Strong computer skills (MS Office).
- Clean police record and valid driving license.
Profile:
- Ability to work independently and travel to remote areas within Uganda.
- Prior military or law enforcement experience is highly desirable.
- Strong sense of responsibility, communication, and observation skills.
- Ability to work in a multicultural and international project team.
