About the Company:
The Uganda Communications Commission (UCC) is a statutory body established under the Communications Act 2013 to regulate Telecommunications, Broadcasting and Postal sub-sectors. In carrying out its mandate and mission of driving the development of a robust communications sector in the country.
Job Summary: To undertake legal measures and activities to promote compliance by the operators to the prevailing laws and regulations.
Key Duties and Responsibilities:
- To carry out investigations in respect of cases of anti-regulatory conduct. This will include interviewing witnesses and perpetrators, observing, investigating, gathering evidence, taking formal witness statements, and liaising with the Enforcement Team and agreeing appropriate action.
- Create and manage effective action plans in response to audit discoveries and compliance violations
- Implement and manage an effective routine legal compliance monitoring program.
- To support the legal process in the preparation for cases going to Court and giving evidence in Court.
- Participate in litigation of communications offences.
- To investigate any complaint/accusation regarding a licensed operator and follow up with the Operator if necessary while making sure all parties and departments involved are kept up-to-date on the status of any issues;
- To provide legal advice and enforcement action in respect of debt collection together with the relevant units in the Finance Department.
- To provide input into proposed regulatory frameworks and Guidelines as deemed necessary for the effective regulation of the sector
Qualifications, Skills and Experience:
Education and Professional qualifications
- A Bachelor’s degree in Laws;
- A Post Graduate Diploma in legal practice from the Law Development Centre;
- Enrolled as an advocate of the High Court of Uganda.
Working Experience
- At least Two (2) years of relevant working experience in a similar corporate setting.
- Experience in litigation and criminal prosecution will be an added advantage.
