Job Summary:

The Project Officer – WASH will implement field-level WASH interventions in Bukabooli Sub County, Mayuge District, aligning with project targets, Habitat for Humanity Uganda Strategy, and national and partnership standards. This role requires a passion for working closely with the community to understand their culture and value system, facilitating behavioral change, and contributing technically to WASH project activities.

Key Result Areas:

1. Project Planning, Organizing, Coordination, and Implementation:

  • Plan, organize, and implement WASH activities at the field level.
  • Develop detailed project plans and track progress.
  • Coordinate with procurement and logistics teams to ensure timely delivery of goods.
  • Ensure WASH interventions align with HFHU ongoing projects, District Development Plan (DDP), and sector needs.
  • Integrate safeguarding, gender, and other crosscutting issues in WASH construction activities.
  • Develop checklists and verify that WASH infrastructure construction and rehabilitation adhere to HFHU quality standards.

2. Community Mobilization and Training:

  • Mobilize community members and Persons of Concern (POCs) for water source ownership and maintenance.
  • Conduct hygiene and sanitation promotion in communities and schools.
  • Lead counterparts and partners in community mobilization and sensitization for WASH activities.
  • Conduct basic and refresher trainings for community-based hygiene and sanitation structures.

3. Hygiene Promotion:

  • Implement hygiene promotion activities in schools and target households using PHAST and CLTS approaches.
  • Develop inclusive hygiene messages and empower school structures for WASH management.
  • Ensure disadvantaged groups such as women, children, and PWDs benefit from WASH interventions.
  • Ensure timely hygiene training and hygiene kit distribution.

4. Monitoring, Documentation, and Reporting:

  • Monitor and supervise the construction, usage, and maintenance of WASH facilities.
  • Compile monthly, quarterly, and other relevant reports as required.
  • Identify, document, and share lessons learned, best practices, and significant change stories from WASH interventions.

5. Partnerships, Collaboration, and Resource Mobilization:

  • Promote partnerships with Sub County, District officials, and other HFHU projects.
  • Collaborate and represent the project at various levels, including Sub County, District, and WASH partners.
  • Participate in district-level WASH inter-agency and zonal coordination meetings.
  • Support data provision for proposals, budgets, and activity plans.
  • Participate in concept development for WASH-related grants.

6. Compliance and Risk Management:

  • Adhere to HFHU policies, including safeguarding standards and donor contractual obligations.
  • Identify and escalate potential risks at project, program, and organizational levels.
  • Develop and track project risk management plans and report timely.

Additional Requirements:

  • Perform any other tasks as assigned by the WASH Specialist.
  • Must be flexible, willing to perform other duties, and work irregular hours.
  • Ability to ride a motorcycle with a valid Class A permit is a MUST.

Qualifications and Experience:

  • Degree in Civil Engineering, Environmental Engineering, Water and Sanitation, Public Health, Environmental Health, or related discipline.
  • Training in project planning and management, community approaches, or behavior change.
  • Previous experience with NGOs, Ministry of Water and Environment (MWE), and Local Governments.
  • At least 3 years of experience in WASH programming, preferably focused on CLTS, CHAST, and PHAST approaches.

Knowledge, Skills, and Abilities:

  • Strong knowledge and skills in project planning and management.
  • Good budget management skills.
  • Ability to write clear and well-argued assessment and project reports.
  • Must be good in both software and hardware WASH and conversant with WASH tools such as CITS, CHAST, PHAST.
  • Ability to work under minimal supervision.
  • Experience in representation and ability to represent HFHU effectively in external forums.
  • Fluent in verbal and written communication in English.
  • Tactfulness, enthusiasm, good human relationship skills, integrity, and ability to work under pressure.
  • Demonstrated monitoring and evaluation skills.
  • Proven capacity to supervise, train, and coach staff in WASH technical skills.
  • Computer literacy is needed.
  • Knowledge of GPS mapping software is an added advantage.
