About Project:
GOAL and its consortium partner, Wageningen Environmental Research (WENR) will be commencing on an anticipated 5 years resilient and inclusive economic development programme funded by the Embassy of the Kingdom of Netherlands in Kampala.
 
The objective of the programme is to build climate resilient and more productive farming systems and livelihoods, with environmentally sustainable and commercially viable practices, as such sustainably increasing productivity and income of 200,000 smallholder farming households (SHF) in Busoga and Lango regions. The project is built around four pathways and outcomes:  Pathway and Outcome 1: focuses on enhanced social resilience and agency in SHF households and communities; Pathway and Outcome 2: focuses on ensuring SHF farming systems are more sustainable, productive and resilient to shocks.; Pathway and Outcome 3: focuses on SHF actively participating and benefiting in inclusive markets ; and Pathway and Outcome 4: ensures SHF have enhanced voice and influence to address market system issues.
 
Job Summary:  The Management Information Systems (MIS) Officer will be responsible for developing, managing, and maintaining information systems to support the INSPIRE Programme’s monitoring, evaluation, research, and learning (MERL) activities. This role will ensure accurate data collection, storage, and analysis, facilitating effective decision-making and reporting. The MIS Officer will work closely with the MERL team to ensure the integrity and accessibility of project data.
 
Key Duties and Responsibilities:
Database Development and Management:

Develop and maintain an efficient and secure database system to centralize project data.
Ensure regular updates and cleaning of the database to maintain data accuracy and reliability.
Develop protocols and procedures for database management and ensure compliance with data protection standards.

Data Collection and Analysis:

Support the design and implementation of data collection tools and systems for the INSPIRE Programme.
Ensure accurate and timely data collection, entry and analysis.
Generate reports and data visualizations to support project monitoring, evaluation, and decision-making.

System Integration and Maintenance:

Integrate various data sources and ensure seamless data flow within the MIS.
Regularly update and troubleshoot the MIS to ensure smooth operation.
Provide technical support to staff on MIS-related issues and ensure user-friendly access to the system.

Training and Capacity Building:

Train project staff on data entry, management and utilization of the MIS.
Develop training materials and user guides to support staff in effectively using the MIS.
Conduct regular capacity-building sessions to enhance staff skills in data management and analysis.

Monitoring and Reporting:

Monitor data quality and implement data quality assurance measures.
Ensure that data collected is consistent with the project’s monitoring and evaluation frameworks.
Prepare regular reports and summaries based on the MIS data to meet internal and donor requirements.

Collaboration and Communication:

Work closely with the MERL team to ensure alignment of data systems with programme goals.
Collaborate with other programme staff to ensure data needs are met and support programmatic decision-making.
Participate in regular team meetings and provide updates on MIS activities and data-related issues.

Qualifications, Skills and Experience:
Essential Criteria:

Bachelor’s degree in information systems, Computer Science, Statistics, or a related field.
Minimum of 3 years of experience in database management, MIS, or related roles.
Proficiency in database software (e.g., SQL, MS Access) and data analysis tools (e.g., Excel, SPSS, STATA).
Strong understanding of data protection and compliance standards.
Excellent analytical and problem-solving skills.
Strong organizational and multitasking abilities.
Effective communication and interpersonal skills.
Ability to train and build capacity among staff.

Desired Criteria:

Experience working in the humanitarian or development sectors, particularly in monitoring and evaluation
Familiarity with monitoring and evaluation frameworks.
Experience in managing online data collection platforms (e.g. Comcare, ODK, Kobo Toolbox).
Proficiency in data visualization tools (e.g., Tableau, Power BI) in integration with SharePoint sites
Knowledge of a programming language (VBA, Java, C), particularly R or Python for data analysis
Understanding of mainstreaming principles, including gender, disability, Safeguarding and child protection

GOAL

First operational in Uganda in 1979, the current GOAL Uganda country programme focuses on Health (including WASH, Health Accountability and Nutrition programing); and a market-based systems approach to improving agricultural livelihoods and WASH. GOAL Uganda mainstreams gender, child protection, social behaviour change and resilience strategies across all programming. GOAL works on a district focused approach and uses a mixture of direct implementation and partnerships with national and international civil society organizations, local government, the private sector and communities to give effect to our mission.

GOAL Uganda has a skilled team of approximately 130 personnel and manages an annual operating budget of approximately €9.7 million (2024). GOAL is currently operational in the North, South, East and West of Uganda with six established offices in Kampala, Lira, Mbale, Kabarole, Moroto, Kaabong and Agago Districts. GOAL Uganda country programme is funded by a number of donors who include Mastercard, charity water, Irish Aid and some small foundations.
