Monitoring And Evaluation Specialist, TB Ministry of Health (MOH)

Reports to: Assistant Commissioner Health Services, National Tuberculosis and Leprosy Program Responsible for: Data manager and epidemiologist
Terms: 2-year renewable Contract

Job Purpose:
The Monitoring and Evaluation (M&E) Specialist is responsible for providing day-to-day M&E technical assistance to the program in implementation and monitoring the quality of the strategic plan, grants and the general activities. In accordance with the guidance from the program M&E requirements, the M&E Specialist will play a pivotal role in ensuring that the M&E activities are well documented and reported in a results-based manner including relevant context. The M&E Specialist will work closely with other programs, partners regional and districts and other stakeholders to write strategic plans, funding requests, develop and review policies, plans and guidelines and support the implementation, monitoring and evaluation of program and grant activities.

Qualifications and experience
• An Honours Bachelor’s Degree in either Economics, or Development Economics, or Quantitative Economics, or Statistics, or Monitoring and Evaluation or Bachelor’s Degree in Medicine and surgery plus a minimum of a Postgraduate Diploma in Monitoring and Evaluation from a recognized University/ Institution.
• Applicants should have a minimum of six (6) years relevant working experience, three (3) of which should have been served at the level of Monitoring and Evaluation officer or Economist in Monitoring & Evaluation Department in Government or equivalent level of experience from a reputable organization.
• Should have extensive experience in training of trainers, developing functional monitoring and evaluation systems, M&E plans for health
• programs, DQAs, research, training, supervising M&E teams and managing M&E activities.

Must be well versed with the Results based Financing to facilitate analysis of the resource inputs and cost benefit which consequently informs planning.
• Should have good knowledge and advisory skills to guide the development of the programmatic goals, objectives, strategic indicators and activities and familiar with development and review of the Institutional performance management plan (PMP).
• Must be able to lead baseline studies, midterm and end-term programme/post implementation evaluations (impact evaluation).
• M&E Experience working within the health sector in International and National NGOs/Donors whether of implementation, strategy or policy is an added advantage.
