Job Summary:    The Rural Development Advisor will be responsible for;

  • Contribute to the strategic and operational planning of the project, aligning the conceptual design of the project with the regulatory environment in Uganda.
  • Build and manage relationships to public and private stakeholders on the national level.
  • Contribute to the design and implementation of a multi-stakeholders process to identify and select innovations.
  • Provide technical advice on sustainability in agricultural supply chains – namely the coffee sector – and forest protection.

 

Key Duties and Responsibilities:   The Rural Development Advisor performs the following tasks:

Knowledge and advisory services

  • Observe relevant developments and build knowledge on policies, regulations, research and initiatives on sustainable agricultural supply chains and forest protection in Uganda.
  • Provide technical and institutional knowledge to guide strategic planning and implementation of the project.
  • Advise the political and implementing partners as well as stakeholders from government, civil society and the private sector on sustainability in agricultural supply chains, market access and avoiding deforestation.
  • Advise on and facilitate a multi-stakeholder process to call for innovative ideas to manage agricultural drivers for deforestation
  • Generate learnings from the piloting of selected innovations and translate them into policy advise.
  • Provide professional inputs to workshops, seminars and other events implemented by the project or partners.
  • Contribute to the development of concepts and materials for promoting innovations, including processes, guidelines, partnership agreements, training manuals, and procedures.
  • Prepare technical documents and reports as well as presentations for the purpose of public communication, project reporting and knowledge sharing.

Partnership management and coordination

  • Cooperate and maintain regular contact with relevant parties from government, civil society, research institutes, private sector and international agencies.
  • Engage partners on the national level in project planning and implementation as appropriate.
  • Facilitate successful cooperation and coordination between and support by relevant government agencies at national, provincial, and district levels.
  • Engage stakeholders from government, civil society and the private sector in a multi-stakeholder process to identify and select innovations to address agricultural drivers of deforestation.
  • Support the project and partners in the design and implementation of concepts for sustainable supply chains in public private partnerships or grant agreements.
  • Participate and contribute relevant processes, fora, events and meetings on the national and sub-national level.
  • Participate in the planning and implementation of study tours, visiting delegations, exchange visits, missions from GIZ and German government institutions, and other official events as required.

Project management and coordination

  • Contribute to a refined Theory of Change, overall workplan and annual workplans including budget planning.
  • Plan and implement project activities in line with GIZ procedures, rules and regulations, including service contracts, events and financing agreements.
  • Prepare terms of reference for service contracts or financing agreements and participate in the selection and supervision of contracted third parties.
  • Supervise grantees in the technical and administrative implementation of grants by the project.
  • Coordinate the implementation of project activities with team members, partners and contracted third parties.
  • Support the design and implementation of a comprehensive monitoring systems to track progress in the project and to inform management.
  • Provide monitoring data and contextual knowledge to contribute to reporting and public and internal communication.
  • Organize internal and external events and meetings.

Other Duties/Additional Tasks

  • Perform other duties and tasks at the request of management.

Qualifications, Skills and Experience:

  • Master’s degree in Natural Resource Management, Business Management, Agriculture, International Relations or a related field (preferably with a focus on sustainable supply chains and coffee production)

Details of experience

  • 5 years of professional experience, of which at least 5 years in a comparable position.
  • At least 5 years’ experience in providing advisory services on sustainability in agricultural supply chains to government agencies, private sector associations and development agencies.
  • Proven experience working in or in close cooperation with government agencies, ideally related to UCDA, the Ministry of Agriculture, NEMA and / or the Ministry of Local Government
  • Experience in engaging stakeholders from different institutional backgrounds in multi-stakeholder processes
  • Experience working for or in cooperation with the private sector in agricultural supply chains particularly the coffee sector

Skills

  • Strong network with institutions working on agricultural commodities and forest protection.
  • Proven ability to set-up collaborative initiatives or projects with private companies.
  • Strong analytical, conceptual and problem-solving skills.
  • Ability to communicate complex topics to be understood by a broad audience.
  • Knowledge of GIZ instruments, procedures and rules is considered an advantage.
  • Pro-active attitude, flexibility and intercultural competence.
  • Fluency in written and spoken English language
  • Sound knowledge of policies and regulations related to agricultural commodities, land use planning and climate change in the land sector in Uganda.
  • Knowledge of the international discussion on sustainability in agricultural supply chains and forest protection.
