Our Valued Client in the Hydro Power Generation Sector in Uganda is seeking to recruit an Asset Optimization Analyst.

 

Job Summary:   The Asset Optimization Analyst is expected to develop and maintain a commercial focus for Organization’s asset management decisions to balance scope and technical elegance with affordability and cost effectiveness.

 

Key Duties and Responsibilities:

  • He / She will be responsible for introducing and operationalizing the use of formal analysis tools, such as cost-benefit analysis, scenario analysis, and performance projections to determine the optimum strategies of routine operations and maintenance, plant improvements, and particularly scopes, specifications, and optimum timing for CAPEX investments.
  • He / She will analyze and determine an optimal stock holding of consumable and insurance spares to maximize the ongoing capability of the power project to generate while minimizing the total cost of ownership to the company. He / She will facilitate the development of commercially sound contractual arrangements between the Organization and its Suppliers and Services Providers.
  • The following highlights this position’s key responsibilities and accountabilities; it is not an exhaustive list however and the position holder can expect to be engaged in the other activities where they can add value to the Organization and for which they are competent
  • Commercial Forecast
  • Asset management cost and resources: The Asset Management Team’s resources are proportionate with the needs of the business and comply with both company and legislative requirements.
  • Commercial analysis: Proposed engineering initiatives are assessed and prioritised from a commercial perspective. Pre-business case viability studies are completed.

Contracts Management

  • Developing and maintaining approach to contract management: The Plant’s approach to contract management is defined in a manual that defines policies, procedures, forms, templates and checklists
  • Educating and promoting internal awareness: Policies and procedures for contract management are in place and relevant staff are aware of and understand its approach and application.
  • Preparing and reviewing contract documentation: Contract types are selected, tender are documents prepared and checked for achievement of needs, compliance and enforceability.
  • Tendering: Criteria on how the procurement is tendered is defined and the evaluation criteria and approaches are developed.
  • Administering contracts: Contract communication is documented and the documents are controlled, including the processing and recording of progress payments. Processes for contract performance monitoring, review, and feedback are in place. Contract risks are routinely identified and managed. Processes for managing contractor issues and variations are developed and utilized.
  • Closing out contracts: As per the procedures in the Contracts Manual.
  • Establishing and maintaining supplier relationships: Service providers and Suppliers vetted and their credibility and suitability verified.Preferred suppliers list established and updated
  • Warranty Management: Plant Asset warranty agreements are contained in a single managed repository that is used to manage claims and reimbursements. Operating & Maintenance staff are made aware of and understand the implications of warranty conditions and status for plant under their control

Compliance

  • Compliance monitoring and reporting: The costs of compliance is understood and reported.

  • Team Management: As a member of the Asset Planning and Performance Team, you must know and understand the strategic direction of the Organization and your respective roles and responsibilities, in it including acceptable behaviors and standards of performance expected. The Organization is recognized as a Leader in the field of Asset Performance practice within Uganda.
  • Relationship Management: Positive and Constructive relationships are established and maintained with fellow members of the Asset Management Team. Members of the wider Team are appropriately involved in and kept informed of the Asset Performance Team’s activities and matters affecting their areas of responsibility.  Potential strategic-level relationships with the Asset Planning and Performance Team’s key service providers and customers are identified and promoted.

Qualifications, Skills and Experience:

  • A Bachelor’s Degree in Engineering or any other relevant field.
  • A Formal Business Management Qualification preferably in Finance or Project Management is an added advantage.

Details of experience

  • Candidate must have a minimum of 5 years of experience with 3 years of technical experience as a Commercial Analyst doing cost benefit analysis and 2 years in Projects.
  • It is anticipated that to be successful in this position the holder can demonstrate achievement of significant business focused targets within East Africa commercial environments.
  • The position holder should have experience in contracts management in technologically complex heavy engineering or production facilities including compliance monitoring and commercial analysis.
  • Specifically, the position holder should have sufficient experience to be able to demonstrate success
