Job Description:

The Ministry of Water and Environment (MWE) is the implementing agency for LIFE-AR, coordinating the day-to-day activities of the Least Developed Countries Initiative for Effective Adaptation and Resilience (LIFE-AR). The project will be piloted in twelve district local governments across Uganda. MWE seeks to recruit qualified and suitable applicants for the position of LIFE-AR Programme Officer.

Key Functions:

  • Support the Districts (LIFE-AR Focal Point) to develop district work plans and budgets.
  • Assist in the implementation of work plans based on approved budgets.
  • Ensure timely reporting and accounting for activities implemented in the districts.
  • Act as a liaison between the MWE (National Secretariat) and the district through the district LIFE-AR Focal Point.
  • Monitor LIFE-AR activities in the districts.

Person Specification:

  • Educational Qualifications:
    • Honours Bachelor’s Degree in Environment, Natural Resources, Climate Change, Engineering, Social Sciences, Development Studies, Economics, or a related field from a recognized institution.
    • A postgraduate qualification is an added advantage.
  • Experience:
    • At least two years of experience working with communities for the government or any reputable non-governmental organization.
    • Project experience at a supervisory level is an added advantage.
  • Knowledge:
    • Knowledge of the local language of the LIFE-AR selected district is an added advantage.
  • Competencies:
    • High levels of ethics and integrity.
    • Good interpersonal decision-making and problem-solving skills.
    • Ability to work independently and with teams to achieve distinct objectives.
    • Basic computer knowledge and skills.
    • Clear and effective communication skills, both written and oral.
    • Detail-oriented.
    • Coordination skills.
    • Time management skills.
