Overall Responsibilities

  • Work Plan Coordination: Coordinate and monitor the implementation of the HIV/TB work plan in the Cluster districts, ensuring performance aligns with set targets.
  • Procurement Monitoring: Initiate and oversee the procurement plan, distribution, and utilization of all supplies for the TB/HIV project in accordance with Global Fund policy guidance.
  • Capacity Building: Train and mentor Prevention Officers, Prevention Assistants, and other community stakeholders in the cluster districts to deliver comprehensive HIV prevention services to adolescents and other priority populations.
  • Quality Assurance: Implement a quality assurance plan to ensure the delivery of a comprehensive and impactful HIV prevention program in alignment with the implementation plan.
  • Reporting: Prepare and provide timely periodic performance progress reports on the HIV/TB project under the Global Fund/TASO grant.
  • Team Leadership: Lead the cluster project team, ensuring timely staff recruitment, retention, and performance through performance appraisals, coaching, and professional development.
  • Partnership Development: Develop and maintain effective partnerships with corporate, government, and community entities, strengthening community engagement in HIV prevention.
  • Resource Monitoring: Ensure the monitoring of project resources in line with donor and Baylor Uganda standards, addressing poor performance early to maintain required project progress.
  • Stakeholder Communication: Maintain highly professional and timely communication with internal and external stakeholders.

Required Qualification, Experience, and Competencies

  • Postgraduate Qualification: In a public health-related field or a qualification in humanities with solid experience in health-related work with supervisory responsibilities.
  • Bachelor’s Degree: In a health-related discipline or humanities from a recognized institution.
  • Experience: At least three (3) years of experience in managing or coordinating health programs, working with a reputable NGO, and collaborating with government entities and district-led technical assistance programs.
  • Skills: Strong organizational, leadership, and communication skills, with a focus on quality assurance, team leadership, and effective partnership development.
