Job Description

Position: Human Resource and Administration Manager
Employment Type: Full-time
Reporting to: Director HR and Admin

Key Duties and Responsibilities:

HR Compliance Administration:

  • Negotiate, process, review, and monitor employment contracts for MS staff.
  • Oversee performance management and ensure adherence to HR policies and procedures.
  • Provide coaching and mentoring on HR practices.
  • Ensure compliance with local labor laws and MS policies.
  • Conduct annual compensation and benefits surveys and reviews.

Recruitment and Staff Retention:

  • Support line managers in recruitment processes, including job advertisement and interview arrangements.
  • Coordinate locum/temporary staff recruitments.
  • Ensure adherence to MS induction policies and prompt recruitment services.

Employee Labour Relations:

  • Manage grievance and disciplinary issues.
  • Address staff concerns related to remuneration, entitlements, and welfare.
  • Provide recommendations and counseling on labor relations issues.

Management of HR Records & Training:

  • Implement MS’s learning and development strategy.
  • Maintain staff records and statistics.
  • Develop and manage the training calendar in coordination with the Head People & Culture.

Policies and Procedures:

  • Conduct Organizational Development (OD) Analysis and revise organizational structure as needed.
  • Develop and implement HR systems, policies, and procedures.
  • Regularly assess and update HR-related policies and procedures.

Training and Development:

  • Conduct training needs assessments and develop appropriate training programs.
  • Identify and organize suitable training courses for staff.

Performance Management:

  • Prepare and send HR performance reports.
  • Design and implement an output-based Performance Management System.

Recruitment, Promotion, and Transfer:

  • Lead the recruitment, promotion, and transfer processes.
  • Provide legal and administrative HR advice and support to senior managers.

Change Management:

  • Act as a Change Agent, proposing innovative changes and improvements.
  • Manage HR-related risks, including conflict resolution and fraud mitigation.

Planning:

  • Ensure HR risk sections on registers are agreed upon, auctioned, and monitored.
  • Implement and review the fraud mitigation policy regularly.
  • Train staff on whistleblowing and other policies requiring refresher training.

Response:

  • Implement a Zero-tolerance Fraud Policy and conduct annual ethics training.
  • Conduct prompt and thorough investigations of employee complaints.
  • Provide mediation support and collate whistleblowing reports.

Learning:

  • Conclude all serious incidents with a report and noted learning.

Supervisory Role:

  • Mentor and coach the HR team to high performance.
  • Conduct performance reviews for line reports.

Qualifications, Skills, and Experience

  • Education: Minimum of a University Degree in HR or related field (Master’s or equivalent preferred).
  • Professional Membership: Member of a recognized HR professional body.
  • Experience: Three to five years in a similar field at a managerial level.
  • Skills:
    • Strong knowledge of global HR practices, employment law, compensation, talent management, change management, employee relations, and recruitment.
    • Excellent interpersonal and communication skills.
    • Strong management and leadership skills.
    • Experience working in a multicultural environment.
    • Ability to build effective working relationships at all levels.
    • High discretion and integrity.
