Job Summary:

Reporting to the Senior RMEAL Officer (RMEAL Manager) – Play Matters, the RMEAL Officer works closely with program teams to optimize monitoring capabilities and opportunities, evaluation, accountability, and learning for PlayMatters project to ensure high-quality programming for the clients we serve. This position will have the primary responsibility of data collection, entry, and analysis requiring high proficiency and skills in data management processes, including data collection tool design, quality data collection, data quality assurance, and data visualization.

Key Duties & Responsibilities:

  • Data Management and Quality Assurance:
    • Develop data collection tools in line with project data and information needs.
    • Ensure data collection tools are accessible in the project digital data collection system (CommCare HQ).
    • Collaborate with the Senior RMEAL Manager to orient project team on data collection tools and systems.
    • Follow up and ensure timely use of tools and templates for data collection and reporting.
    • Guide data collection in project areas and ensure data is stored in the central database (CommCare HQ).
    • Support data analysis and update project dashboards for visualization.
    • Review data quality at project sites and ensure accurate data entry into CommCare.
    • Support implementation of complaints and feedback mechanisms using the PlayMatters Accountability Information Management System (PAIMS).
    • Monitor project performance and share information to support decision-making.
  • Monitoring and Evaluation:
    • Implement RMEAL SOPs in line with project and IRC procedures.
    • Track PlayMatters project progress against work plans, indicators, and targets.
    • Participate in needs assessments, baseline surveys, evaluations, data quality audits, client satisfaction surveys, and field supervision.
    • Provide technical assistance on information management systems, data collection, and record keeping.
    • Ensure compliance with RMEAL project and operational reporting templates.
    • Support planning and monitoring of project activities at school and community levels.
  • Program Support and Learning:
    • Design and update project results and measurement tools and systems.
    • Document and share client feedback to improve services and results.
    • Participate in surveys, assessments, and evaluations with project staff and partners.
    • Support research to generate learning and credible evidence for project improvement and sustainability.
    • Ensure learning from project implementation and research is incorporated into project plans.
    • Share lessons learned, data, and information with project and peer staff.
  • Partnerships and Gender Equality, Diversity, and Inclusion (GEDI):
    • Provide support to IRC partners as required.
    • Participate in safeguarding training and activities.
    • Promote a safe and respectful environment and support colleagues to understand and comply with safeguarding policies.
  • Other Duties:
    • Undertake other duties as assigned by the supervisor.
    • Raise purchase requests as required.
    • Work constructively within the team and take initiative on new tasks.

Minimum Qualifications:

  • Education:
    • A university degree in Statistics, Business Statistics, Demography, Economics, Social Sciences, or a relevant field.
  • Experience:
    • Minimum of 3 years of working experience in data management, Monitoring, Evaluation, Accountability, and Learning-related functions.
    • Experience with mobile data collection (Kobo, CommCare, ODK Collect) is required.
    • Knowledge of Tableau, PowerBi, or GIS software tools is an asset.
  • Skills:
    • Proficiency in MS Office, especially Excel and Word.
    • Self-motivated, organized, and good at planning and analysis.
    • Ability to work under pressure and in evolving work environments.
    • Strong analytical and problem-solving skills.
    • Willingness to travel to field sites.
