About Organisation:

The Uganda Communications Commission (UCC) is a statutory body established under the Communications Act 2013 to regulate Telecommunications, Broadcasting and Postal sub-sectors. In carrying out its mandate and mission of driving the development of a robust communications sector in the country.

 

Job Summary: The Head Public and International Relations will facilitate the development and implementation of the Commission’s communications strategy, frameworks and programs aimed at strengthening credibility and fostering sustainable Stakeholder Relationships following the Commission’s mandate.

Key Duties and Responsibilities:

  • Coordinate the development of a strategy for Public and International Relations that aligns with and propels UCC’s mission and national and global objectives forward.
  • Coordinate the development of the UCC branding strategy that encapsulates the organization’s values, mission, and vision, ensuring consistent brand messaging across all platforms.
  • Strengthen and expand the UCC’s global influence by forming, nurturing, and managing strategic international collaborations and partnerships.
  • Provide strategic leadership for the team, fostering a collaborative and results-driven work culture; mentor and build capacity to enhance capabilities.
  • Provide overarching guidance for the planning and executing PR and IR campaigns. Ensure these initiatives are strategically designed to improve organisational visibility, enhance public perception, and align with global regulatory standards.
  • Create a framework of strategic measurement and evaluation of PR and IR activities. Implement advanced analytical methods to assess the effectiveness of communication strategies, ensuring they contribute to the organisation’s long-term success.
  • Oversee the budget planning for the Unit. Ensure budgeting, tracking, and optimisation processes are in place to maximise the impact of investments in PR and IR activities.
  • Guide the strategic direction for digital communications, including website optimisation and digital content management. Champion innovative approaches to engage global audiences, optimising content for relevance, engagement, and search engine performance.
  • Facilitate interdepartmental collaboration to integrate PR and IR strategies into the broader organisational objectives.
  • Maintain flexibility to accommodate any other duties assigned by the line supervisor from time to time.

Qualifications, Skills and Experience:

  • Master’s degree in mass communication, international relations, public relations, or related area.
  • Bachelor’s degree in mass communication, engineering, international relations, public relations or related area.
  • Membership in a relevant professional body.
  • Working Experience: Minimum of eight (8) years experience in corporate communications in a regulatory environment, with three (3) in a managerial position under a similar corporate setting.
