Makerere University Walter Reed Project (MUWRP) is a non-profit biomedical research Organization, whose mission is to mitigate disease threats through quality research, healthcare and disease surveillance. MUWRP was established in 2002 by a Memorandum of Agreement between The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF) and Makerere University (Mak) to undertake medical research to test HIV vaccines. Over the years, MUWRP’s portfolio has progressively expanded to include vaccine research for Ebola and Marburg viruses, surveillance of influenza and influenza- like viruses and other emerging infections in humans and animals; also epidemiological, basic and implementation research in HIV treatment, care and prevention programs in the Districts of Kayunga, Mukono, Buvuma and Buikwe.
Job Summary: The Program Officer – Health Information System will provide technical support for expedited adoption and utilization of MOH/PEPFAR virtual/electronic platforms and databases for training, data collection and reporting in facility and community HIV care and prevention program. Will take lead in supporting health facilities to implement all activities aligned to the MOH digitalization agenda.
Key Duties and Responsibilities:
- Lead the implementation and roll out of the Electronic Medical records as detailed in the approved annual program workplan, ensure adherence to GoU and PEPFAR program guidelines and provide technical support to all areas of data management.
- Support the operationalization of new and existing database systems used within the PEPFAR program to support facility and community level reporting.
- Analyze and develop automated reports based on the data in MUWRP PEPFAR supported database systems.
- Provide routine technical and supervisory support through meetings, site mentorships and coaching to facility and community programs to facilitate use of EMRs and alignment of reporting to program indicators and effective implementation of the program M&E activities.
- Provide technical guidance in the development of program data collection and reporting tools to support tracking of program indicators aligned with MUWRP and PEPFAR program goals and objectives and alignments to the facility and community electronic data collection and reporting systems.
- Coordinate capacity building for district, health facility and sub grantee teams through CMEs, cross learning sessions; on job/off site trainings, coaching and mentorship for District Biostatisticians/HMIS, data clerks and health/CBO staff/workers to support adherence to data quality and reporting standards for the PEPFAR program.
- Work with MOH, districts, community partners, and MUWRP to conduct database management capacity building activities for continuous quality improvement including conducting data quality assessments.
- Collaborate with MoH, partner organizations and project teams to improve health and social welfare information system designs form improved reporting and data exchange
- Strengthen stewardship of information systems by developing and implementing capacity strengthening plans on the principles of M&E, data use and analysis, development of standard operating procedures and information system governance.
- Collaborate with MOH DHI to operationalize visualize data and targets including development of standardized presentations or dynamic analytical products, such as dashboards.
Qualifications, Skills and Experience:
- Bachelor’s degree in information technology, BSc. Computer Science
- Experience using Clinic Master will be of an added advantage
- Experience working with technical teams to oversee the assessment, design, and implementation of informatics projects leveraging global goods such as Clinic Master, Uganda EMR, DHIS2, PIRS, and trackers including experience overseeing database and software development.
- Advanced SQL querying and data management skills, including data manipulation, data cleaning and validation; aggregating and report preparation
- Advanced knowledge and skill with popular open-source programming languages (either JAVA, Python or PHP and any other)
- Ability to work in a dynamic and agile environment with changing requirements and priorities.
- Demonstrated ability to work effectively with team members of both program and local government level.
- Working with any of the health information systems including DHIS2, Open MRS, and fingerprinting system technology.
Personal Attributes & physical ability:
- Ability to permanently reside in Luwero/Nakasongola district
- Ability to frequently travel to the MUWRP PEPFAR supported sites in Kayunga, Mukono, Luwero, Nakasongola, Buikwe and Buvuma Islands
