You will play a vital role in ensuring the successful implementation and management of WaterAid Uganda programmes across the Central region. Working across projects, the directorates of programmes, policy and advocacy, you will provide overall leadership, coordinate, and manage the team in the region. You will ensure efficient and cost-effective operations of all functions of the programme (sector support-influencing, service delivery, capacity building, learning and documentation) towards the fulfilment of the strategic objectives of WaterAid Uganda. You will demostrate knowledge in climate change and contribute to the WASH and Climate change agenda. You will also be required to lead WASH in Public Health interventions within the region. You will work closely with local communities, partner organisations, government institutions and donors to ensure sustainable access to safe and improved WASH.
Main Responsibilities and Duties
Programme Leadership and Management
• Develop and implement strategic plans for the WASH programme in the region, aligning activities with the organization’s goals and objectives.
• Provide leadership, management, coordination and technical support to regional projects teams responsible for collaborating closely with district governments to execute WAU regional/ district level programme plans.
Plan and timely execute programme and project delivery within their respective budgets and activities in accordance with the WAU strategic AIMS and the partnership / donor agreements.
Provide guidance and support to the region team inform of capacity building, ensuring they have the necessary skills and knowledge to carry out their roles effectively. This involves organizing training sessions, mentoring, and fostering a learning environment that promotes professional growth.
Prepare regular reports on the progress and impact of the WASH programmes in the region. Contribute to advocacy efforts by sharing insights and success stories, raising awareness about the importance of WASH, and advocating for policy changes that prioritize Public Health and Climate Change mitigation.
• Monitor and evaluate project progress, ensuring compliance and quality standards.
Foster a culture of collaboration, innovation, and knowledge sharing among team members and stakeholders. This will involve supporting regional teams and partners to ensure WAU’s technical approaches at the region level are well synchronized, sufficiently monitored, and mutually reinforcing to the district planned activities.
Partnership Development and Networking
• Build and maintain strong partnerships with local communities, government agencies, NGOs, and other relevant stakeholders to effectively deliver safe and sustainable WASH services
• Collaborate with partners and district governments to identify and address WASH challenges in the region. Engage and communicate frequently with district officials to ensure the district-level activities are implemented timely.
Leverage resources and coordinate efforts to maximize impact and sustainability of WASH interventions.
• Represent WaterAid in relevant forums, conferences, and meetings within the region to advocate for WASH issues and promote best practices.
• Take part in the development of funding proposals for the program in line with the WAU strategy to ensure the continuous delivery of services.
Community Engagement and Empowerment
• Conduct needs assessments to identify the specific WASH needs of communities in the region and implement such initiatives to improve safe and sustainable WASH service delivery.
• Empower local communities through capacity building, training, and awareness campaigns, ensuring their active participation in region-based project activities.
Monitoring, Evaluation, and Reporting:
• Develop and implement monitoring and evaluation frameworks to assess region programme and project outcomes and impact.
• Regularly collect and analyze data to measure progress, identify challenges, and make data-driven decisions for programme improvement.
• Prepare comprehensive and timely reports on programme and project activities, achievements, and challenges for internal and external stakeholders. Safeguarding, Safety & Security
• Ensures that Safeguarding, Child Protection, and Gender Equality policies are fully embedded in project design, during implementation and as principles applied in day-to-day work by Programme team.
• Ensures that any partner agencies that WaterAid works with are adopting the same health, safety and security standards (as defined in any applicable WaterAid health, safety and security policies), and arrange for capacity building support where gaps or weaknesses are identified.
Key Competences, Skills, Experience and Knowledge Qualifications, Knowledge, Skills, and Experience
• A Bachelor’s Degree and relevant post graduate qualification in Environmental and Water Management Engineering or climate change related fields.
• Experience of 10 years of proven and progressive work, preferably 3 in development sector, of which 5 years in a supervisory role managing multiple projects.
• Demonstrated experience in Climate Change programming.
• Experience in overseeing multi-year programs using systems strengthening approaches in homes, schools and health facilities. Knowledge of polices strategies and stakeholders related to the program.
• Proven experience in program management, including strategic planning, implementation, monitoring, and evaluation.
• Experience in managing teams and budgets, coordinating concurrent activities, effective engagement with local government and NGOs or Community-based organizations.
• Demonstrated leadership and team management skills, with the ability to build and motivate high-performing teams.
• Competence in application of WaterAid common approaches to work including partnerships, convening, inclusion, systems strengthening, creating behavioral change, and mainstreaming gender and inclusion of youth.
• Proficiency in the use of computers (MS word, Excel, Power Point, e-mail, Internet).
• Excellent communication and interpersonal skills, with the ability to engage and collaborate effectively with a wide range of stakeholders. Good written and spoken English language; (Speaking the local language is an advantage).
• Proven ability to build collaborative partnerships and alliances for influencing
• Strong analytical and problem-solving abilities, with a focus on innovation and creative solutions
