Reach a Hand Uganda is a youth centered organisation focusing on youth empowerment programs with emphasis on Livelihoods & Skills Development, Behavior Change Communication, Sexual Reproductive Health & Rights, and HIV/AIDS awareness and prevention.
Job Summary: Under the overall supervision and direct supervision of The Head of Programmes; The Program Manager, water safety and drowning prevention will provide programmatic leadership for the RAHU water safety and drowning prevention programme. The job holder will supervise 2 project officers based in the field, work directly with the communications officers assigned to the project as well as provide routine learning opportunities for other members of the RAHU team to provide an overall platform for institutional capacity development.
They will provide thought leadership, support cost-effective operations, and lead work planning, reporting, and accountability processes. They shall work with other respective Program Officers to ensure that RAHU’s programmes remain functional, innovative, responsive to the Vision and Mission of RAHU, and competitive at all times.
The Position holder is responsible for building evidence of the interventions in collaboration with the Monitoring and Evaluation department, and deepening RAHU’s overall evidence in the course of project implementation to inform policy analysis and advocacy.
The program manager shall provide oversight of all water safety and drowning prevention efforts of RAHU and joint interventions with strategic partners leading to the building of a robust water safety and drowning prevention social movement of Young people accessing water safety and drowning prevention information, services and decision-making platforms.
The Program Manager, of water safety and drowning prevention is further responsible for ensuring that a participative process involving young people and other key stakeholders results in comprehensive tactical plans; and follows through to certify that plans are accomplished on schedule and to high standards.
This is a highly engaging position requiring: project leadership skills, multitasking capabilities, fundraising skills, partnerships, and capacities to research, write, analyze, and engage with evidence and excellent leadership, networking, lobbying writing skills, communication skills and negotiation skills.

- Program Reviews, Monitoring, Evaluation, Learning and Reporting

- Financial Management, Compliance and Accountability
- Quality Assurance and Risk Management
- Human Resource Management and Support Supervision within the Program
Qualifications, Skills and Experience:
- Bachelor’s degree in a related field such as Public Health, Recreation Management, Education, social sciences.
- A postgraduate qualification in project planning and management, Monitoring and evaluation or demonstrable project management experience.
- Other postgraduate qualifications are an added advantage
- Minimum of 3-5 years of experience in water safety, lifeguarding, aquatics management, or a related field.
- Certification in lifeguarding, CPR, first aid, and water safety instructor
- Strong knowledge of water safety principles, drowning prevention strategies, and emergency response protocols.
- Excellent communication, presentation, and interpersonal skills, with the ability to engage diverse audiences and stakeholders.
- Proven leadership abilities, with experience in program development, project management, and staff supervision.
- Ability to work collaboratively in a team environment and establish effective partnerships with external organizations and agencies.
- Proficiency in data analysis and reporting, with experience using software applications such as Microsoft Office Suite or equivalent.
- Advanced training in project planning and management
