Project Coordinator –ECHO HIP Project War Child

Purpose
• The Project Coordinator will be responsible for overseeing the implementation, monitoring, and evaluation of a locally led protection project response aimed at providing support and assistance to refugees and new arrivals in Northern and West Nile locations of Uganda through building capacity of national partners and supporting them to implement the project within quality and on time. This role requires strong coordination, coaching and mentoring skills, project management expertise, and a deep understanding of protection issues affecting refugees and new arrivals.

Position in organization and essential functional relations
• The PC reports to the Programme Implementation Manager in Kampala
Essential functional relationships include: Regional Project coordinator-West Nile, Team Leaders in the locations, Program Development Advisor Psycho Social Support, M&E Coordinator, Finance and Logistics team.

Roles and Responsibilities
Provide support to partners for Project Planning and Implementation:
• Support partners in developing detailed project plans, including coordination, activities, timelines, and budgets, in line with donor requirements and War Child policies.
• Coach partners in the day-to-day implementation of project activities, ensuring adherence to work plans and timely delivery of outputs.
• Coordinate with project staff, partners, and stakeholders to ensure smooth project execution and achievement of project goals.
• Ensure that local partners implement the project based on WCH’s mandate and quality standards.
Partnership Management including capacity building and Learning pathways:
• Develop and implement comprehensive training and learning pathways for partners to become credible protection actors in refugee response in the North and West Nile.
• Support partners to analyze trend, protection risk, rapid need assessment to new influx.
• Support partners in coordination of protection response in their areas of operation and amply their voices by raising their concerns in coordination forums in Kampala.
• Foster positive working relationships with partners, government agencies, UN agencies, and other stakeholders involved in refugee response efforts.
• Monitor and offer technical guidance and timely feedback to partners on the project.
• Conduct periodic field visits to project locations for quality checks by PC and technical coaches and provide reports highlighting mentorship and support offered and gaps.
• Support in local partner assessment/re-assessment in liaison with the Senior Partnership and Grants Coordinator.
Monitoring, Evaluation Learning and Reporting:
• Support partners to develop monitoring and evaluation frameworks to track project progress and outcomes effectively and coach them to implement framework effectively.
• Coach partners to analyze data to measure project impact and effectiveness, and use findings to inform project adjustments and decision-making.
• Conduct regular field visits to project sites to monitor activities, assess challenges, and identify opportunities for improvement.
• Prepare regular progress reports, donor reports, and other project documentation as required, ensuring accuracy, completeness, and timeliness.
• Support partners to maintain project records, including beneficiary data, financial records, and activity reports, in accordance to WC and donor partners guideline.
Grants management, compliance and visibility:
• Coach partners on the ECHO compliance, visibility, safeguarding and procurement guidelines.
• Ensure adherence to quality standards among partners through coaching, mentoring and regular visits.
Effective Coordination
• Coordinate and organize meetings with local partners to review implementation progress, challenges and ensure catchup plans are made.
• Represent WCH in different working groups and other coordination meetings, as agreed with the area project coordinator.
• Participate in consortium meetings and activities
• Promote visibility of WCH by building necessary relationships with relevant stakeholders in the project locations.
• Coordinate monthly budget reviews with Finance
Staff management
• Ensure technical coaches (TeamUp, BeThere, EASE) performance reviews are conducted, staff mentored/coached in line with WC Performance Management System.
Other
• Any other duties as assigned by line manager in line with these terms of reference and the fulfillment of the tasks.

Knowledge and Experience
• Bachelor’s or Master’s degree in a relevant field such as international development, social work, humanitarian assistance, or a related discipline.
• Minimum of 5 years of experience in project coordination, preferably in protection programming or refugee response.
• Strong understanding of protection principles, SGBV, Child Protection and MHPSS , approaches.
• Proven experience in coaching, mentoring of local partners and also in project planning, budget management, and monitoring and evaluation.
• Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
• Fluency in English; knowledge of other languages spoken in Uganda is an asset.
• Commitment to humanitarian values, including impartiality, neutrality, and respect for diversity.

• Strong social and communication skills for team management as well as for liaising with external stakeholders and partners.
• Facilitation skills
• Fluency in English, and preferably able to speak in one of the local refugee languages
• Problem solving skills, able to deal independently with field work related issues
• Results oriented
• Strong computer, report writing and documentation skills
