Job Summary:
The Monitoring and Evaluation Officer will support and implement M&E activities for the Unitaid funded project aimed at mitigating antimalarial drug resistance in Uganda by diversifying artemisinin-based combination therapy (ACT) use. The M&E officer will be responsible for developing the project framework, M&E systems, and indicators, as well as ensuring effective, accurate, and timely monitoring, evaluation, and reporting of all project activities.
Key Duties and Responsibilities:
- Project Achievement Support: Ensure the project meets its goals, objectives, and targets.
- Performance Monitoring Plan (PMP): Oversee the development and implementation of the PMP to track and disseminate performance indicators and results, including service delivery data, baseline and end line assessments, and evaluations.
- Quality Implementation: Support NMCD and district M&E teams in high-quality implementation of all M&E activities.
- Data Systems: Develop and oversee robust systems for data collection, quality assurance, analysis, and reporting.
- Donor Reporting: Lead results reporting to the donor by providing written documentation on M&E activities and indicator results for progress and annual reports.
- Alignment with Guidelines: Ensure project systems and approaches align with Uganda national M&E guidelines and protocols.
- Training Monitoring: Utilize systems to track and monitor trainers and participants at training events.
- Strategic Decision-Making: Use data to support strategic decision-making and project planning with leadership.
- Collaboration, Learning, and Adapting (CLA): Champion holistic approaches to CLA, including the design and implementation of a research and learning agenda, routine analysis of health sector data, and application of best practices in knowledge management.
- Assessments and Research: Oversee and/or conduct assessments, evaluations, and operations research, ensuring compliance with relevant policies.
- Data Quality: Ensure data quality through verification procedures and routine audits.
- Representation: Represent M&E activities in meetings, conferences, and presentations.
- Performance Management System: Ensure relevant data is entered into Jhpiego’s performance management system.
- Technical Assistance: Support the project in providing Ministry of Health technical assistance to strengthen the country’s HMIS.
- Dissemination of Information: Promote and support the dissemination of project information among the team.
- Budget Tracking: Work with project and financial staff to prepare and track project and activity budgets.
- Training and Mentoring: Train and mentor staff and partners in M&E methods, tools, and systems.
- Participant Data Protection: Ensure protection of participant data and confidentiality.
- Internal Review Board Support: Support the designated IRB focal point in-country and maintain current certification from relevant courses.
Qualifications, Skills and Experience:
- Education: Master’s degree in public health, demography, statistics, social sciences, or a related field, or equivalent experience.
- Experience: Minimum of three years of work experience in M&E for large, multi-year international health sector projects, particularly in public and private facilities, and local government institutions.
- Technical Skills: Expertise in quantitative and qualitative data collection and analysis, implementation research, HMIS, data visualization, and reporting. Proficiency in DHIS2 and statistical software such as SPSS, Epi-Info, Stata, and MS Excel.
- Malaria and Health Systems: M&E experience in malaria and health systems strengthening.
- Skills: Strong management, coordination, teamwork, and planning skills, with the ability to work effectively with multiple counterparts in public, NGO, and private sectors.
- Interpersonal Skills: Excellent diplomacy, facilitation, team building, and coordination skills. Ability to establish and maintain relationships with USAID, host-country counterparts, and other stakeholders.
- Language: Excellent verbal, written, interpersonal, and presentation skills in English.
- Technical Capacity Building: Ability to coach, mentor, and develop technical capacity in projects and staff.
- Computer Skills: Proficiency in word processing and Microsoft Office.
- Travel: Ability to travel nationally and internationally.
