Main Purpose:
Manage the Institute’s quality assurance systems and procedures; ensuring compliance with UICT and external quality assurance regulations and requirements. Provide specialist advice and guidance across the Institute, collaborative partner organizations, and students.
Duties & Key Responsibilities
1. Develop, and carry out monitoring and evaluation of a Quality Assurance strategy and supervise all activities carried out at the Quality Assurance Unit.
2. Develop and implement a Quality Assurance system for UICT services including continuous and annual quality assurance programs.
Audit operational services against expected standards and requirements across the full range of the Institute’s services to ensure compliance with external regulatory guidance notably the Quality Assurance Framework for Universities.
4. Lead and conduct the planning and management of internal reviews and support and assist in the coordination of external reviews and inspections; working closely with the Academic Registrar, Deputy Principal, Heads of Academic Departments, and other stakeholders to coordinate effective data capture and validation procedures for the production of annual monitoring documentation that form the basis of Quality Assurance review inspections.
5. Lead, and advise management and staff on developments within the fields of quality assurance and enhancement, and answer questions from all stakeholders regarding the Q.A. policy and implementation of Quality as assigned by the Academic Registrar.
6. Liaise with academic managers to ensure the embedding of knowledge about, and implementation of, quality assurance activities in the academic units and advise on Quality Assurance matters in all academic programs
7. Manage the procedures for the nomination and appointment of external examiners and consideration of and response to external examiner reports
8. Liaise with all Academic Departments and the Directorate of Research, Innovations, and Project to guide the research agenda in the desired direction.
9. Develop and maintain the publication of the Quality Assurance Journal of UICT.
10. Represent the Academic Registrar in meetings within and outside UICT as/and when instructed.
11. Design, develop, and implement quality assurance and enhancement policies, strategies, and systems, for both internal and collaborative provision, with an ongoing appraisal of their fitness, oversee proper planning manage Quality Assurance budgets.
12. Carry out evaluation and documentation of the Quality Assurance Unit Progress and oversee Programs and policies that promote quality and academic excellence in the Institute.
13. Provide analysis, briefings, reports, and detailed plans for internal reviews and assist in the coordination of external reviews and inspections.
14. Any other duty assigned to you from time to time.
Person Specifications A. Academic and professional specification
i. Bachelor’s degree in Education, Quality Assurance, Management related or ICT related
ii. Master’s in Education, Quality Assurance, Business Administration, Management related or ICT related
B. Experience
i. A minimum of 6 years of relevant experience in higher education administration with direct experience in leading Quality Assurance or ISO activities.
ii. Experience with external review, inspection, or audit processes.
iii. Experience in the management of quality systems and quality assurance frameworks, procedures, and regulations in higher education. iv. Experience in a professional administrative role in the management of office/student administration in Higher Institutions of Learning.
v. Experience in developing, implementing, and managing effective systems, policies, and procedures, planning and outcome monitoring
vi. Experience working across teams and departments with a flexible approach to work

vii. Ability to work effectively with external agencies, University, and collaborative colleagues on all aspects of quality assurance and enhancement.
