The Project Manager – NORAD provides technical assistance and oversight for the NORAD Framework in Eastern Region. The NORAD Framework is an integrated program comprising of the following thematic areas; Education, Child Protection, Child Rights Governance and Climate Change adaptive programming. S/he provides overall programmatic and operational lead and management including; planning, implementation, partnership and contract management, compliance to SC and donor regulations, human resource management and development and capacity enhancement, monitoring/ evaluation, budget and financial management and reporting both internally (within SCI) and externally (for/with partners).
THE ROLE
Key areas of accountability include:
Coordination and Strategic Management
Oversee the co-ordination and implementation of the NORAD Framework Program in the region in line with the design of NORAD Framework Program as well as SC and donor requirements.
• Establish, maintain and strengthen linkages in the management and implementation of the NORAD Framework Program
Plan and coordinate regional level engagements with partners and key stakeholders.
• Monitor and ensure timely and quality reports are submitted as per the reporting requirements.
• Work closely with Technical Thematic Teams to ensure quality program delivery, documentation and reporting of progress.
Operational Planning and Implementation
• Provide regional lead in planning, development of detailed implementation plans, phased budgets, implementation, monitoring, documentation and reporting.
• Oversee the implementation and budget performance in line with the program plans, budgets and SC and donor requirements.
Finance and Budget Management
• Have responsibility for project budget control and monitoring to ensure adequate accountability and budget utilization in accordance donor requirements and approved work plans, strategic objectives and Save the Children finance policy and procedures.
• Support the program implementation teams with budget monitoring and reporting by use of budget trackers and BvA; and ensure that the budget monitoring reports are responded to in time and with accurate information.
Partner Development and Management
• Participate in partner’s capacity assessment and develop capacity building plans for the NORAD Framework Program partners.
• Develop with the partner’s detailed implementation/work plans and phased budgets.
• Monitor and follow up the implementation of the agreed work plan and budget to ensure that the program objectives are being realized in accordance to the program and partnership agreement and take the necessary actions for any identified deviations.
Program and Financial Reporting.
• Responsible and accountable for the preparation of timely and high-quality progress and end of project narrative and financial reports which are in accordance to the donor reporting schedule and formats.
• Review all program financial reports ensuring that donor guidelines have been followed and high standard met, prior to submission to management.
Internal and external engagements
• Support partners in linking, networking with other stakeholders at district and regional level as well as build partner capacity in resource mobilization
• Ensuring that the program experience is represented and given recognition at stakeholder meetings, workshops, donor, networks and any other engagements.
Technical Oversight
• In liaison with Technical Advisors and Field teams provide guidance and support to project team, partners and stakeholders.
Human Resource Management and Development
• Provide line management, supervision and development of all the project staff
• work together with direct supervisees to plan, set, monitor and review employees’ performance objectives and priorities as overall contribution to the organization
• Providing ongoing training, coaching and feed back to ensure that employees are meeting their objectives and career goals
To be a strong supporter and advocate for children in this role you will need to have:
• A minimum of a Bachelors’ Degree in Education. Experience in managing integrated programs across different thematic areas such as education, child protection, child rights governance or disaster risk reduction is a must.
• At least 5 years of accrued working experience in program implementation with a minimum of 3 years in a management level position in an international NGO and those applying partnership approaches is desirable.
• Experience of working with local partners and District Local Government in Child Rights Governance, Health, Nutrition, Education, HIV/AIDS or Child Protection is an added advantage.
• Availability and willingness to work extra hours during times of humanitarian responses.
