DESCRIPTION
The WASH Community Based Facilitator will work closely with the WASH Officer to manage the community engagement & participation to support the implementation of the WASH project interventions including both hardware (Hygiene campaigns, sensitizations, household visits) and software (water supply construction, rain water harvesting, and Hand pump rehabilitation, Household latrine construction) WASH program interventions at community level. KEY DUTIES & RESPONSIBILITIES
Programme Implementation (70%)
• Participate in the implementation of the WASH project interventions based on the project deliverables.
• Disseminate WASH behavioral change messages to targeted households and communities using selected approaches in collaboration with the WASH Officer, program manager, & VHTs.
Coordinate and technically supervise the 22 village health teams (VHTs) involved in the implementation of the WASH programme.
• Support the WASH Officer in training of VHTs on WASH approaches and community sensitizations, hygiene promotion, etc.
Conduct onsite demonstrations (handwashing, tippy tap, safe water handling, treatment) at targeted households and communities.
Support the entire process of construction of household dome shaped slab latrines ensuring beneficiary participation and conformity with the Action Against Hunger WASH standards.
• Support the Installation of Community Water Storage Tanks at community water points and rain water harvesting systems for institutions.
Participate in the formation and capacity building of Hand pump mechanics & Water user/source committees and support rollout the establishment of spare parts shop to ensure timely repair of hand pumps to ensure sustainable repair and maintenance of hand pumps using community based management systems.
• Contribute to documenting experiences, giving inputs to project reports, Success stories and articles for publication/success stories.
• Liaise and coordinate all the activities with the other NGOs, the community representatives, the beneficiaries and other agencies representatives engaged in the WASH sector in the project sites.
• Actively participate in coordination and feedback sessions in collaboration with UNHCR, OPM and other partners.
Effective Monitoring and Evaluation (30%)
• Participate in surveys, assessments to continually identify WASH gaps and needs in the district.
• Conduct regular field visits to project sites and update the WASH Officer with the progress of project activities in the field.
• Regular prepare and participate in joint monitoring exercises.
• Prepare regular and comprehensive project progressive monthly and weekly reports.
• Ensure that all the partners/Service Providers contracted by ACF, render quality service to the clienteles/beneficiaries as per the terms spelt out in the contractual agreements and give feed back to the WASH & Irrigation Officer
REQUIREMENTS
• A minimum of Diploma in Civil engineering, Water and Sanitation Engineering, Environmental Engineering or any other relevant engineering discipline.
• · At least 2 years’ relevant work experience in WASH.
• Previous experience in community based work with NGOs in the fields of hygiene, water, sanitation or behavior change.
• Familiarity with participatory WASH methodologies/approaches including CLTS, Baby
• WASH, PHAST, CHAST, etc.
• Experience in working with VHTs, and Hand pump mechanics especially in repairs of boreholes.
• Experience in capacity building of community WASH structures preferably VHTs, hand pump mechanics, etc.
• Good Knowledge of irrigation systems design, installation and O & M.
• Excellent communication & representation skills.
• Previous work in a refugee setting is desirable.
• Ability to exercise sound judgment and make decisions independently
• Extremely flexible with the ability to cope with stressful situations
• Knowledge of the local language (Runyankole/Kinyarwanda/Kinyabwisha/Runyoro/Rutoto, e.t.c.) is a MUST
• Culturally sensitive and adaptive
• Fluency in written and spoken English
• Must be able and willing to ride a motorcycle and possess a valid riding permit.
