Monitoring, Evaluation & Learning Coordinator SRHR Alliance Uganda

The MEL Co-ordinator shall be responsible for providing expertise in project Monitoring and Evaluation, planning and methodology, participating in and providing support to project design activities including development of project theories of change and strategic frameworks (Results Frameworks, Log Frames) as well as determine performance and impact indicators and targets. He/She shall lead the function of the M&E department.

Key Areas of Responsibilities:
• Lead and strengthen the Monitoring and Evaluation department for the SRHR Alliance
• Lead the operationalization of the M&E policy framework
• Develop and implement the organization Monitoring and Evaluation plan
• Supervise and guide personnel affiliated to the MEL department
• Lead the Monitoring, Research and Learning capacity building of the Alliance and its members
• Conduct regular field monitoring visits to track the progress of existing project activities
• Develop, test, and disseminate monitoring and data collection tools
• Support the monitoring of project activities
• Lead and supervise all report writing activities Alliance events and activities.
• Document the SRHR Alliance Uganda’s best practices and Results from project implementation.
• Contribute to resource mobilization activities: Participate in writing and submission of all concepts/proposals for the SRHR Alliance Uganda and its partners
• Support in providing data and making presentation for pitching to partners
• Lead the documentation of learning and operational research activities for project.
• Develop and ensure the approval of the SRHR Alliance Uganda Research policy
• Conduct the Annual SRHR operational Research to inform the direction on SRHR in the country
• Work with local and foreign academic institutions to support research for Masters and PhD students.
• Have at least two (2) research papers published in a peer reviewed journal or presented at national and international conferences
• Develop an e-Resource Centre for the Alliance to support knowledge management and learning; Preparing presentations, videos, photos and reading materials to promote SRHR Alliance Uganda’s work in collaboration with relevant departments/staff.
• Support the development of a MEL system for the SRHR Alliance Uganda
• Supervise data entry and the maintenance of the MEL system
• Develop a dashboard that provides a snapshot of projects performance to be reported on monthly basis.
• Support Senior Management Team with quality assurance processes, tools, and capacity building for specific staff, partners and donors
• Any other duties as requested by the Supervisor.

Required Qualifications and Experience
• Holder should be a holder of a Master’s degree or equivalent in Social Sciences, Business Administration, and Development Studies or related fields from a chartered university or recognized academic institution.
• Post graduate qualification in the field of Project Management, Public Health, Monitoring and Evaluation and related fields are desired
• At least 4-year experience of working in the field of program monitoring, research, evaluation and reporting within the NGO sector.
• Experience of working with the NGOs in the SRHR or health sector is desirable

• Project management skills: ability to plan activities, develop concept notes and budgets, report writing skills, M&E, research, and analytical skills
• Administrative and organizational skills; good level of computer literacy; fluent in English
• Interpersonal skills – articulate, tactful, and diplomatic.
• Written communication skills; preferably in English
• Organizational and time management skills to meet tight deadlines; ability to work well under pressure and with little to minimal supervision.
• Budgeting and financial skills.
• IT skills – Word, Excel, and PowerPoint.
• Flexible/team player

Terms of Employment
• The position will be full-time
• Duration of appointment is one year with a possibility of extension contingent upon performance and availability of funds.
• The position is based in Kampala with regular up country and international travels
