Job Summary: This position is located in the Programme Office in Uganda (POUGA), Regional Office for Eastern Africa (ROEA) of the United Nations Office on Drugs and Crime (UNODC) in Kampala, Uganda. The Programme Coordinator (Head of Programme Office in Uganda) will work under the direct supervision of the UNODC Representative ROEA. The incumbent will work in close collaboration with the ROEA Crime Prevention and Criminal Justice Officer heading the Crime Prevention and Criminal Justice Programme as well as the Programme Management Officer heading the Transnational Organized Crime, Illicit Trafficking and Illicit Drug Trafficking Programme within the scope of the UNODC Regional Programme for Eastern Africa.
Key Duties and Responsibilities: Within delegated authority, the Programme Coordinator will act as the Head of the UNODC Programme Office in Uganda and will be responsible for the following specific duties:
- Represent UNODC’s position and interests in Uganda and promote strong partnerships with Government institutions, civil society, academia, private sector, regional and international aid agencies and financial institutions, parliamentarians and the media as agreed with the Government within the framework of the “Strengthening Crime Prevention and Criminal Justice Programme in Uganda” and UNODC’s engagement in the country.
- In coordination with the Regional Office for Eastern Africa (ROEA), within the framework of the Regional Programme for Eastern Africa (2016-2023) and the UNODC Strategic Vision for Africa 2030, define programme objectives and manage the development, funding and implementation of UNODC technical assistance and provision of policy advice in Uganda.
- Represent UNODC within the UN Country Team and other relevant fora in Uganda and build effective partnerships with UN entities, including joint programmes, ensuring that UNODC’s mandates are fully reflected in the wider programme of work and UN initiatives in the country.
- Build effective relationship with the Resident Coordinator in Uganda and other senior UN managers in the country.
- Ensure effective monitoring and collection of data on programme implementation, and contribute to national, regional and global efforts to show UNODC’s contribution to wider UN efforts and the Sustainable Development Goals.
- Act as focal point and monitor drug control, criminal justice, anti-corruption and terrorism prevention related information in the country and contribute, when needed, to internal and external reports and briefings on trends and developments.
- Identify areas for programme growth in Uganda and develop and implement initiatives to broaden UNODC’s strategic engagement in the country.
- Develop and implement a resource mobilization strategy and build partnerships aimed at broadening the donor base, and promoting long-term involvement and financial, in-kind support and resources by national, regional and international public and private sector donors to support UNODC’s work in Uganda.
- Promote a better understanding of the importance of drug control and crime prevention related matters, encourage increased priority attention to all aspects of drug control and crime prevention, and advocate the inclusion of these issues in government planning documents as well as in relevant programmes of other bilateral, multilateral and non-governmental organizations.
- Lead UNODC advocacy and awareness raising efforts in Uganda and contribute to such efforts at the regional and global level.
- In accordance with established policies and delegated authority manage the financial and human resources assigned to the Programme Office, ensuring appropriate coverage, guidance and supervision of staff and efficient and effective use of such resources.
- Ensure timely implementation and monitor UNODC activities related to the Implementation of the “Strengthening Crime Prevention and Criminal Justice” programme in Uganda.
- Ensure and manage planning, programme management and coordination associated with the implementation of the “Strengthening Crime Prevention and Criminal Justice” programme in Uganda and any programme component as per the UNODC Regional Programme for Eastern Africa, including oversight and supervision of the daily activities associated with the implementation of component activities in accordance with UNODC project management policies and guidelines.
- Prepare terms of reference for project/programme staff and consultants; recruit, train and manage the work of international and local professional and support staff; identify consultancy needs, develop terms of reference for the proposed consultancies and participate in the identification, selection and recruitment process.
- Manage implementation of corporate measures taken as a means to adapt to various streams of UN reform, taking into account local and regional adaption measures by other UN system entities.
- Ensure full substantive and operational coordination and coherence with UNODC operations in the Eastern African region and support the Regional Representative in promoting and contributing to regional UN partnerships and initiatives.
- Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Perform other work-related duties as required.
Qualifications, Skills and Experience:
- The applicant for the United Nations Office on Drugs and Crime (UNODC) Programme Coordinator (Head of Programme Office in Uganda) job should hold an advanced university degree (Master’s degree or equivalent) in the fields of law, criminology, public administration, political science, international relations or related fields of crime prevention, criminal justice or law enforcement is required. A first-level university degree in similar fields in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree
- A minimum of seven years of progressively responsible professional work experience in areas relevant to crime prevention and criminal justice is required.
- Work experience in project management and implementation is required
- Work experience at the national and/or international level in the field of law enforcement, prison management or penal reform is desirable.
- Work experience in mobilizing resources is desirable
- Work experience within the United Nations System including United Nations Country Teams or in a similar international organization is desirable
- Work experience in aiding government institutions is desirable.
- Experience in data analytics or related area is desirable
- Languages: fluency in English is required. Knowledge of another United Nations official language is an advantage

Has very solid skills in preparing narrative and financial project documents. Has a broad understanding of the situation in developing, transitional or post-conflict countries. Has good training skills in delivering and/or organizing workshops or training courses. Is able to analyze expeditiously extensive substantive documentation and prepare comprehensive reports, summaries and policy briefs. Has ability to analyze and interpret data in support of decision-making and convey resulting information to management.
