Job Summary:   Under the overall guidance and leadership of the Country Representative, and under the direct supervision of the Gender in Humanitarian Action Programme Specialist, the Women, Peace, and Security (WPS) and Humanitarian Affairs (HA) Officer will lead the management of UN Women’s Peace, Security, and Humanitarian programs in the Southwestern region of Uganda based in Mbarara. The WPSHA Officer will provide programmatic leadership and support to the Cooperating partners for effective implementation of the programme. The officer will ensure effective representation of UN Women in the Humanitarian coordination systems and ensure appropriate preparedness and contingency planning are in place to ensure effective response to emergency situations. Additionally, the officer is essential to address the rising incidents of disasters in the Southwestern region, including floods and insecurity and refugee influx. The selected officer will operate under the supervision of the Programme Specialist Gender in Humanitarian Action and support effective business development and resource mobilization for WPS and HA.

 

Key Duties and Responsibilities:

Contribute technically to the development of programme strategies in the area of Women, Peace, Security, and Gender in Humanitarian action.

  • Provide substantive inputs to the design and formulation of programme/project proposals and initiatives.
  • Identify areas for support and intervention related to the programme.
  • Support Genders Assessments and Analyses in SW Uganda and in the refugee settlement targeting new arrivals, existing refugees, and host communities. Develop/establish contingency/response plan relating to hazards and risks in the region.
  • Coordinate the dissemination of early warning and early action information through the implementing partners.

Provide technical support to the design and formulation, implementation and management of the Women, Peace, Security and Gender in Humanitarian action programme.

  • Provide technical inputs to the annual workplan and budget as required.
  • Coordinate and monitor the implementation of programme activities.
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of and onboarding of partners.
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports.
  • Train partners on Results Based Management.

Provide technical assistance and capacity development support to project/programme partners.

  • Provide technical support to and technically oversee the implementation of the programme activities with partners.
  • Maintain relationships with national partners to support implementation & expansion of the WPSHA programme.
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/programming support and trainings to partners as needed.

Provide technical inputs to the monitoring and reporting of the programme/ project.

  • Monitor progress of implementation of activities and finances using Results-Based Management tools
  • Monitor and document progress on programme activity, results and indicators.
  • Monitor the implementation of proposals by responsible partners.
  • Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.

Contribute to building partnerships and resource mobilization strategies.

  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases.
  • Prepare and provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.

Provide technical inputs to the management of people and finances of the Women, Peace, Security and GiHA programme.

  • Monitor budget implementation and make budgets re-alignments as necessary.
  • Provide substantive inputs to financial reports.
  • Support partner advance and liquidation processes and work with the Programme specialists on partner budget management

Provide technical support to inter-agency coordination on the WPS and LEAP Programme to achieve coherence and alignment of UN Women programmes with other partners in Uganda.

  • Provide substantive technical support to the Program Management Specialist and the team on inter-agency coordination related activities by providing inputs to background reports and briefs.
  • Participate in and lead in regional/district/Settlement/sector coordination and working group activities relating to UN Women Mandate

Provide inputs to advocacy, knowledge building and communication efforts.

  • Develop background documents, briefs and presentations related to WPS and GiHA.
  • Coordinate and organize advocacy campaigns, events, trainings, workshops, and knowledge products.
  • Coordinate the development of knowledge management methodologies, and products on WPS and LEAP.

Others:

  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

 

Key Performance Indicators

  • Timely and quality technical support to the WPSHA programme team and partners in line with work plan
  • Quality and timely development and review of systems for tracking/monitoring
  • Timely submission of quality and accurate reports
  • Quality support to Evaluation processes, including timely coordination of mission.

Qualifications, Skills and Experience:

  • The United Nations Entity for Gender Equality and the Empowerment of Women (UN WOMEN) WPS and Humanitarian Affairs Officer must hold a Master’s degree (or equivalent) in Social Sciences, Humanitarian leadership, Human Rights, Gender/Women’s studies, Public/Business Administration and Management, International Relations and Development Studies.
  • A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Two years of progressively advanced level responsible experience in Programme/Project development, implementation, management, coordination, monitoring and evaluation, donor reporting and capacity building.
  • Strong experience in Humanitarian/emergency affairs management and Disaster Risk Reduction programming
  • Experience in Women, Peace and Security, and Humanitarian Action is essential.
  • Relevant experience in working with civil society organizations, donor agencies, Agencies, and Departments of Government is an asset.
  • Experience in the United Nations systems in an asset.
  • Languages: Fluency in English and any other Local language is required. Knowledge of the other UN official working language is an asset.
