Senior Registration Assistant UNHCR

General Background:
Refugee registration in Uganda is carried out by the government through the Department of Refugees (DOR), in the Office of the Prime Minister (OPM) with support from the United Nations High Commissioner for Refugees (UNHCR).
As of end of December 2023, the active registered population of refugees and asylum-seekers in Uganda was 1,615,162 individuals spread across 14 rural and urban locations in Uganda. A little over 57% of the population originates from South Sudan, 32% from DR Congo and 3% from somalia. The remaining 8% is made up of 30 other minority nationality groups.

Together, OPM and UNHCR seek to enhance efficiency in data collection oversight and the management of operational data, including ensuring that the quality of data on refugees and asylum-seekers is fit for purpose – planning and implementing protection services and solutions. In this context, effective technical expertise would be required to support OPM in ensuring that registration systems are properly managed and administered.

The incumbent will be recurited by UNHCR and seconded to DOR. S/he will be based in Kampala and jointly supervised by OPM and UNHCR most senior registration personnel.

Accountability
• DOR and UNHCR have reliable data on refugees and asylum-seekers countrywide
• Trends and patterns of data entered in the refugee register are analyzed and reported to supervisors for interpretation, recommendation/decision
• Standard and ad hoc reports are produced

Responsibility
• Assist in the implementation of registration strategies and methodologies
• Work closely with the UNHCR key partners in carrying out daily registration and identity management activities
• Monitor data synchronization between Profile Global Registration System (proGres), Biometric Identity Management System (BIMS) and local server solutions to prevent and mitigate data loss
• Assist with data quality assessment,
• Support identification of relavant data elements that may be inconsistent, erroneoussly entered or omitted in proGres for updating by relevant registration staff
• Provide support to staff carrying out registration and identity management activities, including capacity building initiatives
• Respond to queries regarding registration processes and procedures and the rights and entitlements of refugees.
• Contribute to ensuring accuracy and up-to date records on refugees and asylum-seekers through data clean up and data mapping, including assessing data entered in the refugee registry for inconsistencies, errors and/or omissions that may contravene agreed standard operating procedures
• Support identification of persons with specific needs and ensure timely referral for intervention, as may be required.
• Collaborate with protection and other partners in the delivery of assistance and solutions, including generating assistance lists, manifests, issuance of identity and entitlement documents
• Provide support to registration team generating statistical reports and performing data analytics functions, as may be requested.
• Perform other related duties as required.

Education
• University degree in Social Science, data science, database management, information technology, demography, statistics, or any related area.
• Second-level university degree (e.g. social science) – desirable

Work experience
• Minimum 3 years of relevant work experience in data collection and/or management, Social works and writing high quality analytical reports and research products. If holder of post-graduate university degree, minimum of 2 year of relevant work experience
• Experience working with refugees – desirable
• Knowledge of the UNHCR functions
• Ability to formulate population registration and/or identity management-related requirements and Operating Procedures.
• Experience with handling confidential data and demonstrated understanding of different data collection and management methodologies

Key competencies
• Advanced skills in Microsoft excel and other statistical analysis software
• Excellent knowledge of Microsoft Office package
• Excellent skills in data collection, management and analysis – a plus
• Ability to review and analyse data
• Excellent command of English (spoken and written)
• High level of integrity and respect for Uganda’s National Ethical Values Policy and principles of the United Nations, including respect for refugees and asulum-seekers, agencies engaged in the refugee response in Uganda and colleagues in all aspects of work, ensuring that personal and professional behaviors are of the highest standard
• Knowledge and understanding of asylum processes and procedures
• Strong interpersonal skills and ability to work effectively in a diverse and multi-cultural team environment
• Ability to work in stressful situations.
