Overview
The Strategic Information Technical Support (SITES) is seeking for a Health Economist – Consultant to provide technical support for various program evaluations. These evaluations will provide information on the implementation, performance, and achievement of intended results for the various programs to inform course correction and adaptations.
The Strategic Information Technical Support (SITES) Project is a seven-year project that USAID awarded to Social & Scientific Systems Inc. (SSS), a DLH Company. The purpose of the SITES Project is to facilitate, promote, and enhance evidence-based programming and reporting in Uganda’s health system, particularly its response to the HIV/AIDS epidemic, with two overall objectives:
1. Implement and maintain a comprehensive PEPFAR program performance management and reporting system, and harmonize and, where feasible, transition parts of this USG-led function to national systems.
2. Support the Government of Uganda’s (GOU) national monitoring and evaluation systems for Health, HIV/AIDS, and OVC programming.
SITES Project also provides strategic information support to the USAID Health Portfolio.
Responsibilities
1. Contribute to the development of inception report, data collection tools, and interviews to be conducted.
2. Responsible for the relevant analysis, synthesis, and writing of the relevant thematic sections of the report and subsequent presentations.
3. Lead selected research assistants in one of the regional teams.
Qualifications
1. A minimum of a master’s degree in health economics, health financing, or related field.
2. At least 5 years of experience in health economics/ health financing activities including costings, cost analyses, conducting efficiency studies, equity analyses, monitoring and evaluation of health programs.
3. Demonstrated in-depth knowledge of the nature and role of economics in the context of health programming.
4. Demonstrate knowledge and understanding of the main functions of health systems, trends in health policy reforms and key challenges facing health systems of low- and middle-income countries today.
5. Proven ability to design and implement effective health care policies.
6. Significant expertise in efficiency and cost benefit analysis with a minimum of five years’ experience in health evaluation
7. Apply their knowledge and skills to formulate and evaluate health systems & policies and their implications in terms of efficiency and equity.
8. Ability to apply economic concepts and techniques to analyze Health Finance data and research findings to identify trends and make recommendations.
9. Understand the principles and techniques of economic evaluation of health interventions.
10. Knowledge and experience of USAID standards, processes and requirements is an added advantage.
