Job Summary: The Assistant Accountant will play a primary role in supporting payroll-related functions, including the preparation and oversight of accurate and timely monthly payroll for PSI Uganda. Additionally, the role will provide essential assistance in various financial activities, such as the preparation of management accounts, monthly performance financial reviews, donor reports, and other financial management duties, in line with PSI Uganda’s objectives and financial guidelines.
Key Duties & Responsibilities
1. Prepare and oversee accurate and timely monthly payroll for PSI Uganda using the Human Resource Information System, ensuring compliance with tax laws, financial guidelines, and remuneration policies.
2. Generate monthly payroll deduction schedules (PAYE, NSSF, Retirement Fund, SACCO, Local Service Tax) and ensure timely remittance to statutory bodies, while complying with PSI Uganda Fringe Benefits Policies. Additionally, efficiently manage the Uganda Revenue Authority (URA) portal, ensuring compliance with all tax heads and up-to-date payments.
3. Assist in the generation and distribution of monthly staff pay slips in compliance with PSI Uganda remuneration policies and Status Act.
4. Support the preparation of Monthly Balance sheet Account schedules and Aging reports that support the PSI-Uganda monthly Platform monthly financial reports to PSI/W in accordance with the PSI monthly Field Finance Certification checklist.
5. Contribute to the preparation of Monthly Performance Financial Review reports for PSI Uganda projects, ensuring compliance with PSI U/Minimum standards, for discussions with program managers and stakeholders.
6. Support the Payroll and Management Accountant in conducting transaction reviews for PSI Uganda Projects to ensure compliance with allocability, allowability, and reasonableness standards reporting any exceptions for corrective action.
7. Contribute to the generation and maintenance of regular management accounts for strategic decision-making, utilizing financial information as guided by the Payroll and Management Accountant.
8. Assist in ensuring compliance with financial regulations and internal policies. Support external and internal audit processes by providing necessary documentation and explanations.
9. Undertake any other reasonable duties as assigned by the Payroll and Management Accountant.
Requirements
• Bachelor’s degree in finance & accounting or business administration or commerce
• Partial CPA/ ACCA/ CIMA Professional Completion is an added advantage.
• A minimum of 2 years in an accounting position
• Experience working with Accounting/Finance software e.g., QBE, Lawson etc.
• Previous experience working with a donor-funded NGO preferred.
