Database Administrator Youth Alive Uganda

Role Description
This is a full-time on-site role for a Database Administrator. The Database Administrator will be responsible for daily management and maintenance of databases including designing, updating, and managing complex database systems, troubleshooting and resolving database issues, and implementing database replication.

Specific Responsibilities and Duties:
• Ensure timely collection and entry for data of the various interventions implemented in the field and daily review data collection tools to ensure that they are complete, accurate, clean.
• Track the utilization of data collection tools by field structures to ensure efficiency and effectiveness of the distributed primary data collection tools.
Work with the M&E officer to build the capacity of field structures to better understand program tools deliverables.
• With support from the M&E officer to ensure quarterly OVCMIS reports are compiled, submitted, disseminated and filed in a timely manner.
• Ensure proper filing of all M&E documents including Household documents, Data collection tools, monitoring reports, datasets among others.
• Participate in regular data verification and audit exercises to assess the quality of data reported and address any anomalies identified.
• Compile and submit to the M&E Coordinator weekly and monthly updates on M&E activities conducted in the field.
• Maintain up-to-date data bases for all beneficiaries, households and ensure all relevant data collection documents are administered appropriately
• Support the program staff data requests and extracts to prepare periodic coherent reports.
• Comply with confidentiality, data integrity and security policies.
• Prepare, compile and sort filled forms for data entry.
• With support from the M&E Coordinator, supervise and support data entrants in maintaining high data quality standards

Technical Expectations.
• Strongly contribute to promoting the 5 pillars of 5X3 PEPFAR strategy in OVC programming.
• Implement strategy for OVC Northwest Activity’s database systems design, usage and data for decision making.
• Adhere to and advise on standard operating procedures for database configuration, user management, data access, dashboard management, and data usage.
• Design and manage users, user groups; ensure appropriate object sharing and permission; provide data exports, assist teams in importing data sets, execute SQL queries.
• Provide troubleshooting support to OVC Northwest Activity staff and using the systems; investigate and find solutions to bugs and functionality issues, document processes and solutions when troubleshooting.
• Provide regular updates on system maintenance and solutions to MEL Advisor and Youth Alive and OVC North West Activity team.
• Collaborate with Database Analytics Specialist/ entire MEL functions to ensure topline performance data is configured and populated in database (DHIS2) and lead or provide inputs to build an API between the systems for auto-populating the data.
• Engage with other database administrators and DHIS2 users within OVC local partner’s community of practice in the country.
• Support roll-out of integrated electronic case management system integration with OVCNWA’s database systems.

Basic Requirements
• Bachelor’s degree in software engineering, information technology, computer science/engineering or related field.
• 3-5 years of professional experience with an INGO or public sector.
• Expertise in DHIS2, MYSQL, JSONPath, JSPath, Lodash, Underscore, JPath etc and cloud-based data management, and at least 2 years of experience in administering and configuring DHIS2 instances.
• Expertise in DHIS2 and cloud-based data management, and at least 2 years of experience in administering and configuring DHIS2 instances.
• Previous experience in data collection and information systems roll-out, configuration and usage.
• Knowledge of DHIS2’s API.
• Knowledge of SQL, ability to work with and edit csv and xml files.
• Strong facilitation, teaching and coaching skills related to technology uptake.
• Ability to work independently, to perform and prioritize multiple tasks; high attention to detail.
• Ability to establish and sustain interpersonal and professional relationships with staff, donor organizations, and peer organizations.

Preferred Qualifications
• Experience with or working knowledge of Comcare or other ODK-based mobile data collection software.
• Working knowledge of MERL principles, including data collection and analysis, tracking outcome indicators, and design of program evaluations using mixed methods.
• Data mining, analytics, and visualization skills using SPSS or STATA; with experience with programming language(s) (R, Python, SPSS modeler)
• Experience with qualitative analysis software, GIS systems, and/or data visualization software (NVivo, ArcGIS, Power BI, Tableau, etc.)
• Demonstrated success implementing programming at the community level.
• Expertise in and sensitivity to the socio-cultural barriers facing intended beneficiaries for this program.
