Project HSE Lead – LPG and Surface Total Energies

Main Duties and Responsibilities
• Participate / lead to Safety/ Environment related reviews and, as required, to other project reviews and prepare or take part to technical audits for the Safety discipline.
• Ensure that any statutory and legislative HSE requirements are implemented.
• Ensure provision of the HSE plan and undertaking of HSE audits.
• Ensure that HSE procedures and arrangements are aligned with HSE standards.
• Responsible for supporting the Project team by providing advice and guidance on all HSE matters. Promote HSE consistency, establish and maintain liaison with team leaders, so that the Project operates consistently.
• Establish and provide KPI and best practice information for Project Management. Increasing awareness of all HSE matters.
• Liaise to ensure appropriate HSE training and development in place for Project personnel. Support and implement Project HSEQ management system.
• Report or have reported any unsafe acts and observations.
• To assist Company representatives at fabrication sites and participate to the resolution of any discipline-related problem occurring during the Execution phase.
• Participate to the necessary safety meeting and HSE committees organized between the Company and the Contractor-identify any further need and lead implementation – follow up and leadership in the follow up actions to lead.
• Review and validate the HSE aspects in constructability studies and in the case of the LPG construction, manage the implication of potential co-activities with the main CPF construction, commissioning and start up (SIMOPS). Review and monitor the Safety engineering design (LPG – and with support of technical safety engineer) and construction to ensure the technical objectives are met within the approved scope, budget, and schedule:
• Propose recomm al deviation requests and keep updated the documentation related to the safety discipline o Ensure daily liaison with contractor with regards to safety discipline-related matters.
• Participate to weekly and / or monthly coordination meetings with Contractor as appropriate.

With respect to HSSEQ:
• Adopt and demonstrate an exemplary behavior regarding HSSE, to respect the Project HSSE requirements and to ensure implementation of HSSE rulesmet
• Ensure that HSSEQ issues and requirements are correctly handled and in all the disciplines-related technical documents and construction activities.
• Ensure that safe working practices are used within the team along all phases of the Project. Supervise and validate contractor’s detailed engineering safety studies and risk assessments.

Qualifications & Experience
• Level/Diploma: Engineer, or equivalent.
• Minimum 15 years of experience in HSE. Professional Experience (years): 15 (Safety & Risk engineering).
• Knowledge of the Company’s standards and/or previous experience with other major IOC’s in large oil and gas construction projects. Experience in similar position: effective oil and gas construction experience on site and HSE Management (including Engineering. Construction, HSE, quality control, Engineering. Commissioning) on equivalent Project.
• Ability to adapt & to represent the Company in discussions with contractors.

Technical Competence or awareness, knowledge.
• Safety studies & Technological risk. Safety in construction/installation-operational safety. SIMOPS management HSE management principles and HSE management systems.

• Ensure that contractual scope of work is duly and timely performed by contractor. o Provide timely review of contractor Safety deliverables and design changes to ensure compliance with Project specifications and procedures, international norms and standards.
• Raise consequently necessary comments and highlight unsafe design, deviations, unacceptable/ unjustified design choices, maintainability/constructability issues.
• Team management/relationship.
• Very familiar with Company project management practices, procedures & organization.
• Able to work as part of a team and able to accept responsibility.
• Good communications skills – the ability to communicate effectively both in the written and spoken word. Proven leadership, supervisory and training skills are essential.
