The main responsibility of the position holder’s:
• Lead the development, identify improvement areas, and recommend for approval standard National Content (NC) methods and tools (e.g., systems, procedures, processes, bidding templates, contract templates, report templates etc.) in line with the Company and regulatory requirements.
• Lead the dissemination of approved NC methods and tools. Provide training, support, and daily assistance to internal (Company & Tilenga Project (‘Project’)) and external (Contractors, etc.) users of the NC methods and tools.
• Oversee the consolidation, preparation, and circulation for approval of all NC reports (e.g., monthly reports, quarterly reports, yearly reports, on demand reports, performance dashboards, etc.), including Company & Project and Contractors reports, for management purposes and regulatory compliance.
• Analyze, review, and validate NC reports ensuring accuracy and comprehensiveness, including Company & Project and Contractors reports.
• Responsible for the timely submission and dissemination of all internally and externally required NC reports and presentations for management purposes and regulatory compliance. Make presentations when needed.
• Maintain up to date internal databases / applications for NC reporting and records.
• Lead the development of initiatives and projects such as: market intelligence initiatives, NC benchmarking, studies, collection of information, Impact monitoring and evaluation studies etc. Propose the initiatives and projects for approval and thereafter and lead the implementation, coordination of parties and monitoring to ensure effectiveness.
• Lead the development and implementation of the NC monitoring and evaluation strategy. Define NC key performance indicators (KPIs) and spearhead the development and timely delivery of relevant reports.
• Recommend possible changes based on lessons learned and best practice. Communicate on Industrial Baseline Progress and plan.
• Support the NC Lead to develop, update, and monitor the Company & Project national content programme.
• Lead the analysis and evaluation of Company, Project, and contractors national content performance against approved NC programme, plans and commitments. Inform and advise about any shortfalls in performance.
• Point of contact and lead for internal and external NC audits. Coordinate internal and external teams and ensure compressive, accurate and timely exchange of required information for effective NC audits.
• Responsible for NC data filing and archiving system. Lead the updating, organization and structuring of documentation and archiving of the NC direction (section). Train users to ensure proper use if the W Drive or other defined filing systems.
• Liaise with, advise, and support Authority, partners, internal & external stakeholders on national content related aspects.
• Participate in the development of a reference supplier database.
• Lead and support efforts to improve competencies of Company, Project and contractors in NC reporting.
Education:
• Bachelor’s degree in Statistics, Monitoring & Evaluation, Engineering or equivalent
• Master’s Degree in relevant field is an additional advantage.
Experience:
• Minimum 8 years of relevant professional experience.
• Strong analytical skills. Aptitude for numbers with an eye for details, ability to deal with large complex data sets.
• Strong problem-solving mindset and skills.
• Good computer skills, including advanced proficiency in Word, Excel, and PowerPoint.
• Ability to set up databases, and use excel and other desktop products to produce management information.
• Strong experience with data collection, management, analysis, and report production.
• Good knowledge and understanding of procurement and contracting (especially in oil & gas).
• Good monitoring and evaluation skills.
• Demonstrated experience in supply chain management or contract management.
• Good knowledge and understanding of laws and regulations regarding oil & gas and national content in Uganda
• Innovative and able to work both individually and in a team.
• Good relationship management skills.
• Good public speaking and presentation skills.
• Excellent interpersonal and written & oral communication skills.
• Demonstrable research and high-standard writing skills, with prior experience of applying quantitative and qualitative research methods.
• Proficiency with basic statistical techniques.
• Good negotiation and administrative skills.
